CALL TO ORDER PURPOSE OF HEARING - 1998-99 BUDGET To consider the City of Peadand's Budget for Fiscal Year 1998-99. STAFF REVIEW OF PROPOSED BUDGET City Manager Paul Grohman presented the proposed budget for 1998-99 and stated that he is recommending that the tax rate of $.695 per $100 property valuation remain the same; no change in the tax rate. He further stated that copies of the proposed budget could be reviewed at the City Secretary's Office or at the Library. Page I of 3 - 8/10 CITIZEN COMMENTS Tom Alexander, 3208 Nottingham, addressed Council and stated that the City could be something great someday. He spoke in support of the City Manager. Bob Lewis, 2905 Country Club, stated that he was addressing Council as a peacemaker, and would like everyone to get along. Bishop Craig, 12801 Roydon Drive, addressed Council in support of the Emergency Management Coordinator David Smith. Mr. Bishop shared his personal experience and how the EMS department has assisted him in a time of need. David Miller, 2706 Shady Creek, addressed Council and stated that the proposed budget is excellent. Mr. Miller encouraged Council to adopt it. Ken Gurly, 2412 Dixie Farm Road, addressed Council in support of the budget and the City Manager. Mr. Gurly stated he appreciated the work done on the budget, and it is an excellent budget. Lucy Stevener, 1905 Sleepy Hollow, read a letter to Council from the Chamber of Commerce Executive Director's Board supporting the position of the Emergency Management Coordinator. Bart Dye, 2323 Goodrich, addressed Council and stated that the budget presentation was great. Mr. Dye recommended that the Council adopt the proposed budget. Betty Callaway, 2007 N. Galveston, addressed Council regarding salaries. Ms. Callaway commended several staff members and the great job they are doing. Jim Watson, 2109 Mary's Creek, addressed Council and commended David Smith for the good job he is doing. He gave a personal testimony of how Mr. Smith had assisted him in his time of sadness. He asked Council not to cut the position of Emergency Management Coordinator. Brenda Connell addressed Council and recommends that the paid Director's position be deleted from the budget. She further stated that the Board Members do not want a paid position. Mayor Reid announced that the City has appointed Darrin Coker to serve as the City Attorney, and he introduced Mr. Coker to everyone. Tom Pool, 2120 Country Club, addressed Council and stated that he is in favor of the Page 2 of 3 - 8/10 proposed budget. Mr. Pool also addressed the need for project coordinators to oversee City projects. Bill Todd, 3211 Regal Oaks, addressed Council in support of EMS Coordinator David Smith. Reverend Barnett, 5402 Ryan Acres, addressed Council and stated that he was pleased with the progress the City has made. Bill Baldy, 3302 Wingtail, addressed Council and stated that in time he would see a fire and police station on the west end of town. James Clinton Everett Sr., 2622 Park Briar Lane, addressed Council and requested that the City place a fire station on the west side of town. He further stated that Pearland is a good place to live and City Manager Paul Grohman has done a great job. Mr. Everett further stated that he is in support of Emergency Management Coordinator David Smith. Doug Elliott, Alvin, addressed Council and stated that he wanted answers to why Mr. Grohman's evaluation was rated so low. Mayor Reid stated that we will not answer the questions here. This is a Public Hearing. COUNCIL/STAFF DISCUSSION No further comments or questions from the Council.
