1998-07-27 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON JULY 27, 1998, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Mayor Pro -Tem Larry Wilkins Councilmember William Berger Councilmember Richard Tetens Councilmember Klaus Seeger Councilmember Helen Beckman City Manager Paul Grohman Interim City Attorney Darrin Coker City Secretary Young Lorfing Others in attendance: Project Coordinator Alan Mueller; Police Chief Mike Hogg; City Engineer John Hargrove; Grants Director Janet Berry; Planning and Community Development Director Dennis Smith; Director of Finance David Castillo; Parks & Recreation Director Ed Hersh; Public Works Director Jerry Burns; Purchasing Officer Gordon Island and Project Specialist Ruby Perez. CALL TO ORDER PURPOSE OF HEARING Request of the City of Pearland City Council for a review of the proposed preliminary Comprehensive Plan update as presented by City staff and Vernon G. Henry Associates, Inc. consultants, as required by state law in order to regulate the use of land within the corporate City limits and establish protocols for the future development of the current extraterritorial jurisdiction (ETJ). Project Coordinator Alan Mueller addressed Council and stated that the staff and consultants with Vernon Henry and Associates have been working on this for the last twelve months. He further stated that this Public Hearing is the first in a series of public hearings to get feedback on the plan. There will be additional workshops in the future as we continue we continue to cover the plan. Mr. Mueller introduced Peter 1 Bocher Consultant with Vernon Henry and Associates, Inc. Peter Bocher addressed Council and stated that a Comprehensive Plan is required for any City that has a zoning ordinance and that is state law. The last time a comprehensive Plan was updated and approved was in 1978. He stated that it is his understanding that Page 1 of 3 - 7/27 242 .11 there was one in 1988, but it was never formally adopted. Mr. B stressed what has been presented so far is a preliminary draft, because public input is2 needed.2 Mr. Bocher explained the important elements of the plan. The most visible being land use, however equally important is transportation which includes a thoroughfare plan, another is parks and recreation and it also addresses city facilities as far as police stations, fire stations and libraries. He further stated after making those comments to let him take a back seat and listen to some comments. Mayor Reid stated that we will be going out to the community for public information and place the plans in a number of facilities throughout the City so the citizens will have a chance to review the map. City Manager Paul Grohman stated that we are procedurally trying to cover all the bases as we covered the bulk of the plan with Council in a workshop two weeks ago.. He further stated that we are going to have at least one more workshop with the Council. Mr. Grohman stated that this does not change the zoning of any property. It is only aIan or guide for the future. He further commented that we had a visioningp process, 20/20 Process that we did two years ago, and discussed the needto updateland the comprehensive Plan. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION There was no further discussion by Council, Planning Commission and Staff. City Manager Paul Grohman stated prior to this date we have never had any plans wet of O'Day Road. He further stated that nearly half of our total land mass is west of O'Dayand we have not done any procedural planning and this is an event that should be held now and the City is really on the target by doing that. Mayor Reid stated that this is really a vision for the mature Pearland. City Manager Paul Grohman agreed. He said that it is a road map on how to get there, and obviously the growth is occurring now which gives us the opportunity to ha e a bette view of what is in store for us and to use the plan as a guide. r Page 2 of 3 - 7/27 243 ADJOURNMENT Meeting was adjourned at 8:30 p.m. Minutes approved as submitted and/or corrected this the 10' day of August, A.D., 1998.
