MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON JUNE 3, 1998 AT 7:00 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

Others in attendance: Police Chief Mike Hogg; City Engineer John Hargrove; Planning
and Community Development Director Dennis Smith; Director of Finance David Castillo;
Director of Administrative Services Mary Hickling; Assistant Director of Administrative
Services Wendy Standorf; Public Works Director Jerry Burns; Emergency Management
Director David Smith; Support Personnel Supervisor Paul Dillon; and Project Specialist
Ruby Perez.
REPORT TO COUNCIL ON CANDIDATES FOR CITY ATTORNEY'S POSITION TO
INCLUDE A VIDEO PRESENTATION ON HIRING CRITERIA.
The Mayor stated that he was instructed by Council to place ads for a new City Attorney
in professional publications after the Council accepted the resignation of the City Attorney.
He further stated that he was to seek the assistance of the professional staff, and he is to
be the liaison between staff and council. Mayor Reid stated that it is time to move forward
with this process. He said this will be a Special Meeting/Workshop, and, with those
comments in place, we would move forward.
City Manager Paul Grohman stated how complex that personnel issues are. Mr. Grohman
introduced Mary Hickling, Director of Administrative Services.
Director of Administrative Services Mary Hickling addressed Council regarding the job
notices for City Attorney that were placed in the various professional publications. Ms.
Hickling reported that the City has received seven applications for the position of City
Attorney. She also gave an overview of the information that was given in a handout to

Council to assist them with the interviewing and hiring process of the City Attorney.
The Council was shown a video for local government officials and staff regarding recruiting,
interviewing, and hiring new employees.
NEW BUSINESS:
COUNCIL ACTION - ESTABLISHING A PROCESS FOR SELECTION OF THE CITY
ATTORNEY'S POSITION.
Mayor Pro -Tem Wilkins made the motion, seconded by Councilmember Berger to
interview all seven applicants unless there is a determination that someone could not be
considered.
Councilmember Berger stated that he would submit questions that he would like for the
candidates to be asked to the Human Resource Director for review.
Mayor Reid called for a vote on the previous motion.
Voting "Aye" Councilmembers Beckman, Tetens, Wilkins, Berger, and Seeger.
Voting "No" None.
Motion Passed 5 to 0.
Mayor Reid stated that there is no more business to go before this council; this meeting
is adjourned.
