1994-07-25 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTES�• MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON JULY 25, 1994, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The hearing was called to order with the following present: Mayor Councilmember Councilmember Councilmember Councilmember Planning & Zoning Commission Chairman C. Miller Richard Tetens Randy Weber Jerry Richardson Emil Beltz Planning & Zoning Commission Vice Chairman Pat Lopez Commissioner Commissioner Commissioner Commissioner Commissioner City Secretary Marshall Eggers Kevin Cole Rob Larsen Charles Philipp Peggy Mayfield -Royer Pat Jones Others in attendance: Division Director Richard Burdine and City Engineer John Hargrove. Absent from the hearing: Councilmember David Smith, City.Manager Paul Grohman, Interim City Attorney Barry Abrams, and Division Director Glen Erwin. Planning and Zoning Commission Chairman Beltz introduced the other members of the Commission and announced this item would be considered by the Commission in a meeting to be held in the second floor conference room immediately following the public hearing. PURPOSE OF THE HEARING - APPLICATION NO. 46 Request of Fred Cessac, Trustee, William Chase, Trustee, Cathy Vance, Jamie Cox, Tara Young, James DeKerlegand, Jerry Godkin, Bob Ragsdale, Barbara Cook, Lou Nimmons, and Jack McGuff, Jr., Owners, for an amendment to the Land Use and Urban Development Ordinance from classification General Business District (GB) to Multi -Family (MF) and Commercial (C) Districts on the following described property, to -wit: 8.1929 acres of land out of 10.345 acres of land out of tract "D" of a division of Section 1 of ACH & B Survey, A-147, Brazoria County, Texas, according to the plat recorded in Vol. 2, Pg 1 of the plat records of Brazoria County, Texas. Multi -family tract: Lots D-3, D, D-1, D -1D & the West 195' of Lot D -1F out of the ACH & B, Abstract 147, Brazoria County, Texas. Commercial tract: Lots D -1E, D -1F1 & the East 146.71' of Lot D -1F out of the ACH & B, Abstract 147, Brazoria County, Texas. (3500 Block of Walnut and 2500 Block of S. Galveston) NUMBERS OF PERSONS SIGNING ATTENDANCE ROSTER: 0 PERSONS SPEAKING FOR THE PROPOSED REQUEST: 1. Bill Chase, 2504 Anthony. Mr. Chase stated he was one of the trustees and was in favor of this proposed zone change. 2. Tom Grace, 211 Leisure Lane, Friendswood. Mr. Grace stated he was one of the owners of the property, but his name had been left off the list. PERSONS SPEAKING AGAINST THE PROPOSED REQUEST: None QUESTION AND ANSWER PERIOD: The difference between Commercial and General Business districts was discussed. Division Director Burdine explained the object of the commercial designation is to make the existing mini -storage legal as it could not be rebuilt in case of fire under its current zoning status. The storage area will be expanded as the need for storage will grow as apartments are built, Mr. Burdine added. Discussion briefly touched on possible future zoning uses.
