1994-07-18 CITY COUNCIL SPECIAL MEETING MINUTES95 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON JULY 18, 1994, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The meeting was called to order with the following present: Mayor Mayor Pro Tem/Councilmember Councilmember Councilmember City Manager Interim City Attorney City Secretary C. V. Coppinger David Smith D. A. Miller Randy Weber Paul Grohman Barry Abrams Pat Jones Others in attendance: Division Director Richard Burdine, City Engineer John Hargrove, and Chief of Police Mike Hogg. Absent from the meeting: Councilmembers Tetens and Richardson. MAYOR'S ACTIVITY REPORT Mayor Coppinger issued a proclamation for United Methodist Army Day. Skip Russell, Director, accepted the proclamation and explained the mission of this youth group is to do home repair work for the elderly and needy. NEW BUSINESS RESOLUTION NO. R94-44, GIVING CITY'S CONSENT TO ANNEXATION OF LAND INTO MUD NO. 1 OUT OF MUD NO. 3 Interim City Attorney Abrams explained this legislation was necessary to give the City's consent to the annexation because these municipal utility districts are in the City's extraterritorial jurisdiction. Resolution No. R94-44 was read in caption by Councilmember Weber. It was moved by Councilmember Weber, seconded by Councilmember Smith, that Resolution No. R94-44 be passed and approved on its first and only reading. Said Resolution No. R94-44 reads in caption as follows: RESOLUTION NO. R94-44 A RESOLUTION OF THE CITY OF PEARLAND, TEXAS, GIVING THE CITY'S CONSENT TO THE ANNEXATION OF LAND INTO BRAZORIA COUNTY MUNICIPAL UTILITY DISTRICT NO. 1 OUT OF BRAZORIA COUNTY MUNICIPAL UTILITY DISTRICT NO. 3. Voting "Aye" - Councilmembers Miller, Smith, and Weber. Voting "No" - None. Motion passed 3 to 0. DIRECTION TO CITY MANAGER CONCERNING ANIMAL CONTROL REGULATIONS AS THEY AFFECT THE KEEPING OF EMUS WITHIN THE CITY LIMITS Citizen Input• 1. Bill Hubbard, 2255 N. Hatfield. Mr. Hubbard cited area cities which allow the keeping of emus within their city limits. He discussed the products that can be obtained from emus, stating the birds were docile and he would like to be able to raise them within the City limits. RK 2. Jerry Beller, Crockett, Texas. Mr. Beller stated he has been in the business of raising emus since 1989 and discussed all aspects of raising them. Council discussion concerned odor, size of pens, veterinary care, disposal of the carcass in the event of death, research by Texas A&M University, and uses of the products afforded by the birds. It was moved by Councilmember Smith, seconded by Councilmember Weber, that the City Manager move forward in consideration of amendment of the animal control regulations as they bear on the keeping of emus with the City.
