October 22, 1964, at 7:30 P. M., at the City Hall, 14429 Texas
Avenue,~with the following city officials and guests present.

Mayor Kegley requested Mr. Walsh to take care of the letter of
October 14, 1964, from the Water Pollution Control Board about
the old sewer plant.
Kelly S'ims and James H. Inman, as members of the Liaison Committee,
presented a letter as follows:

Pearland, Texas
As members of the Llaison Connmittee we would like to propose
that it be renamed "City Planning Commission". It is further
proposed that Dr. Lloyd Ferguson, Lloyd Yost and' Dr. David
Armbruster be added to this commission to make a five man
committee.
If the aforementioned proposals are to your satisfaction, we
further propose that its functions be described to encompass
recommendations to the City Council on matters concerning
road maintenance, traffic control, street lighting, health,
sanitation, utilities, drainage, residential~planning and
industrial planning.
It is our considered opinion that if these proposals are adopted
and credentials issued, the areas listed might be better designed
and eiecuted.

Mayor Kegley appointed Dr. Lloyd Ferguson, Lloyd Yost, Dr. David
Armbruster, H. Kelly Sims and James H. Inman to serve as members
of the City Planning Committee which will replace the committee
known as the "Liaison Committee."
H. B. Thornton who lives on McCIean Road stated that some persons
were dumping garbage along their road, others were speeding and
Some were discharging firearms dangerously close to his home,
Council agreed to put up speed limit signs and no dumping signs,
along with road identification signs.
Mr. Thornton further stated he would appreciate anything the
Council could do to get his telephone service through the Pearland
exchange instead of through the Manvel exchange.
Lloyd Yost stated that the Pearland garbage dump was being used
by persons from Alvin, Houston and other places and that persons
were not going far enough toward the back~of the dump before
unloading. Following due discussion the matter was postponed for
a later meeting.
Shukanes made a motion, seconded by Alexander, that the Budget
Committee's recommendation;to amend the budget as adopted August
20, 1964, as follows be approved:
Under the heading "Administrative Expense" add:

That the tax levy be Changed from $72,000'00 to $76,488.39 with
the resulting 10~o for slow and uncollectible taxes changed from

Sanders reporting for the Street and Brige Committee stated the
extension of 01d Alvin Highway North from Plum to 0rang~'S't~et
has been graded up. Also,'that the bid was given ta th~..thi~d
party for the reason that the other two could not pelrfe~'~he task
as required. He further stated that the alley

Nolen stated the committee that had been appointedj~eF;w~--~i~
a Friendswood committee on associated areas of intereft"-~eld.~-~
meeting recently but could not do much until such time"'s--m~p
covering thi's area could be made, showing where each stood
geographically.
Motion made by Shukanes, seconded by Alexander, that Council
approve the expense to get some toporaphtcal maps of Brazoria
County and Galveston County for this area. All Aldermen voted
"aye" with no "noes." Motion carried.
Mayor Kegley requested Nolen to discuss with Mr. St. John of the
State Highway Department the possibility of getting a temporary
sewer line under the Highway to serve Sherwood Subdivision.
Sanders stated that the Rightsf -Way Committee was checking on the
entrance into Sleepy Hollow Subdivision from Yost Road but did
not have a report at this time.

The Street and B0~dge Committee would see about shelling same.
Sanders stated he was not ready to make a report on his study
of the water rate schedule of the City of Alvin that had been
furnished for this purpose.
Nolen reported that the Subdivision Committee had been checking on
water service lines for Sleepy Hollow and that w~ter will be
available soon.
Motion made by Nolen, seconded by Shukanes, for the lateral lines
for the sewage system for Sleepy Hollow Subdivision be accepted.
All Aldermen voted "aye" with no "noes." Motion carried.
Motion made by Nolen, seconded b~ Shukanes, that City agree that
the figure of $12,3~1.2~ as am°unit. Wright will payas his~share
of the cost for the main sewer trunk line going through his
Subdivision with the City to pay the remainder as its share.

Mr. Friedrich stated that all parties interested should have a
meeting and start getting the Christmas-lights repaired and
ready to turn 0n. Council agreed this should be done.

The water and sewer plans of the "Dou le Subdivision was
accepted for filing this date and referred to the Subdivision
Committee.
Earl Nugent presented a petition to the Council signed by a number
of citizens requesting consideration be given to his reinstatement.
Motion made by'Alexander that Council accept this petition with
action postponed until November 12, 1964. Seconded by Sh~kanes.
All Aldermen voted "aye" with no "noes." Motion carried.
Alexander stated the Garbage Committee had;a questionaire that
would be turned over to the Griffin Brothers-for execution and
returned to the Secretary to be forwared to the Texas Mlnicipal
League.
