1964-10-15 CITY COUNCIL SPECIAL MEETING MINUTESThe City of Pearland City Council held a special meeting on Thursday
Night, at 7:30 P. M., October 15, 1964, at the City Hall with
the following members and guests in attendance.
Mayor John G. Kegley, Aldermen Victor A. Nolen, Thomas P.
Alexander, Steve A. Shukanes, Gene E. Sanders, City Secretary
W. A. McClellan, City Attorney Jack Harrison and City Engineer
William C. Walsh.
Guests: Earl Nugent, Cecil E. Wilson, A. H. Casey, Lee Plyler,
David L.:`Smith, Jr., Joe Dan Calvin and Escue Harris.
The Mayor introduced a resolution -which was read in full. Alderman
Nolan made a motion that the resolution be adopted as read.
Councilman Shukanes seconded the motionibr adoption of the
resolution as follows:
"A RESOLUTION CALLING A SPECIAL ELECTION IN AND THROUGNOIJT THE
CITY OF PEARLAND, TEXAS, FOR THE PURPOSE. OF FILLING'._THE- --__
VACANCY IN THE OFFICE OF COUNCILMAN; PROVIDING AND. --FIXING
DETAILS RELATING THEREOT; AND CONTAINING OTHER PFOQVISIONS y
RELATING TO THE SUBJECT."
All Alde'rmen voted "aye" with no "noes." Motion csxrr,�ed.
Motion made by Nolen and seconded by Shukanes ;that'Howard
Suttle be appointed as Presiding Judge and Mrs. Josie Heflin
as Assistant Judge with two assistants to be appointed by him
for the special election to be held on December 5, 1964, to
to elect a councilman. All Aldermen voted "aye" with no"noes':
Motion carried.
Mr. Joe Dan Calvin stated there were some bad holes in the streets
r- in Twin Creek Woods Subdivision and would appreciate anything
the City could do to get -them repaired.
Earl Nugent was next recognized and after -due discussion Sanders
made a motion that City Council reinstate him as a police
officer but to lower his rank from Sergeant to rank of Patrolman.
Motion died for lack of a second.
Motion made by Shukanes and seconded by Alexander that Council
discuss this matter further with the Chief -of -Police and that
the Secretary advise Mr. Nugent Friday of the outcome. All
Aldermen voted "aye" with no "noes." Motion carried.
David L. Smith, Jr. stated that without water being turned on.in
the homes in Sherwood Subdivision the F. H. A. inspectgr'swould;
not be able to make a final inspection. He stated it would'be.
a week or so before he could finalize the water piping, however,
he .had valves that could be turned off and on for any- designate'1
area.
Motion made by Nolen and seconded by Shukanes to permit, --the '
developers of Sherwood Subdivision to take on industr aJ -water,.-only
for the purpose of testing of piping in homes. After -inspect on
a lack will be placed on the meter until full approval of the
'-` Subdivision by the City. All Aldermen voted "aye" with no
"noes." Motion carried.
Mayor Kegley requested the Street & Bridge Committee to make
an investigation as to the right-of-way for continuation of
Yost road North into Sleepy Hollow Subdivision. Also, to determine
what portion of the continuation is the City's responsibility
and what portion is the owner's responsibility.
City Engineer Walsh stated the new water plant on Highway 518
had been in operation since Friday October 9, 1964,and that

Health Certificates had been obtained by Robert Mora for his
piping. City Engineer Walsh stated that the lines in Sleepy
Hollow Subdivision had not been properly flushed and cleared
and recommended that Council expedite this matter.
Mayor Kegley stated a special meeting would be he� at 8:00
A. M. Saturday at the City Hall with Dick Wrighta glen O'Day,
the Subdivision Committee and City Engineer to determine what
each should do in„order.to get the water lines in Sleepy Hollow
Subdivision ready for service immediately.

Thursday Night, October 15, 1964, at the City Hall with the
following members and guests present.

Jack Harrison and City Secretary;W. A. McClellan.
Guest: Chief -of -Police A. H. Casey.
Mayor Kegley called the meeting to order at 9:25 P. M. and
stated discussion would now be heard concerning Mr. Nugent.
Discussion was held and no further action taken.
Meeting adjourned at 9:45 P. M.
