1964-09-24 CITY COUNCIL REGULAR MEETING MINUTESA regular meeting of�the Pearland City Council was held on Thursday
Night, September 24, 196:`, at the City Hall, 14429 Texas Avenue,
with the following city officials and guests present.
Mayor Pro -Tem John G. Kegley, Aldermen Victor A.,Nolen, Steven
A. Skukanes, Thomas P. Alexander and Gene E. Sanders. City
Secretary W. A. McClellan, City Attorney Jack Harrison and City
Engineer William C. Walsh. o
Guests: Frank Barringer, Frank Lee,'Lo-iis Wortham, P. L. Marquess,
Jack B. Tdoux, David L. Smith, Jr., B. E. -Griffin, Lloyd Yost,

For the first order of business Mayor Pro -Tem John G. Kegley recog-
nized City Attorney Jack Harrison who immediately administered
the Oath of Office of Mayor to him by virtue of the special election
to elect:a Mayor held on September 19s 1964.
Motion made by Nolen, seconded by Alexander, that minutes of the
joint meeting held with the equalization board, September 8, 1964,
the regular meeting for September 16, 1964, and the special meeting
held -on September 21, 1964, with corrections.be approved. All
Aldermen voted "aye" with no "noes". Motion carried.
Motion made by Shukanes and seconded by Nolen the the following
invoices and salaries be paid. All Aldermen voted "aye" with
no "noes". Motion carried.

Frank Barringer stated that he would like to have the Council
accept the Willowerest Subdivision and release his performance
bond. Discussion that followed indicated our engineer would need
to make a final on the ground inspection to complete his report.
/Motion made by Shukanes and seconded by Nolen that Council accept
' the Willowerest Subdivision to the City of Pearland,based on a
letter of acceptance from the City Engineer, to be dated September
250 1964, and to release the performance bond. Ali. Aldermen
voted "aye" with no "noes". Motion carried.
Hal W. Wilcox, representing the Field Enterprises, reported he
would meet with the Friendswood City Council again in the near
future, to resolve some of their differences, however, they had
already informed him that Friendswood oould not furnish their
project with water and sewer lines. He requested the City of
Pearland to furnish them with water and sewer service lines.
Mayor Kegley requested the Subdivision Committee to work out the
problems for the Field;s project as rapidlyas possible.
Lloyd Yost reporting for the Drainage District on the mosquito
control program stated they had spent $1,532.00 for material and
$700..00 for labor with some material still in stock.
Mayor Kegley commended them on the fine job they had done and
further stated that the City Council would decide at the next
meeting on how much,they would pay toward this expense.
Vernon Halik, speaking for the Drainage District, explained they
had a problem in that after their signing of a subdivision plat
they -had no way of knowing whether or not the drainage was put in
according to plans. In response, Sanders made the motion,
seconded by Shukanes, that City Attorney Harrison draw up the
necessary amendment to our Subidvision Ordinance to make accept-
ance of drainage work subject to approval of the Drainage Com-
missioners or their representatives,;as a condition for final
acceptance of any subdivision to the City of Pearland. All
Aldermen voted "aye" with no "noes'. Motion carried.
D. E'. Shannon, speaking for the Drainage District, requested City
Council to consider putting some shell on the shoulders of Orange
Street. The Street and Bridge Department will check into this
problem.
Jack B. Idoux of the`Pearland State Bank stated they were interested
in working out some method of allowing the City to earn interest
on their deposits not otherwise designated as savingls accounts
and that a letter would be forthcoming, outlining their policy.
Alderman Shukanes reported on the trip that he and Jack Harrison
made to Austin for the hearing held by the Water Pollution
Control Board.. The Board has given operators of'sewage plants
in the Clear Creek Watershed and additional 90 days from October
1, 1964s ink -which to improve operation of their plants, and if not,
a special hearing could be arranged.
Motion made by Alexander and seconded by Nolen that the City pay
Alderman Shukanes and City Attorney Jack Harrisonls expense for
the trip to Austin. All Aldermen voted 11aye" with no "noes".
Motion carried. '
David L. Smith stated that he would be needing sewer service lines
to'serve Sherwood and Nottingham Subdivisions shortly.
Motion made by Nolen and seconded by Shukanes that City Engineer
Walsh be authorized to design: prepare bid proposal and install
a lift station at the intersection of Walnut Street and Highway
518 on the'E ast side with a force line across Highway 518. All
Aldermen voted "aye" with no "noes". Motion carried.
Mayor Kegley stated that Taylor Drive in the McGinnis Subidvision
was in deplorable'condition and recommended that some shell�be
put on it immediately. Alexander made a motion that the Street
and Bridge Committee be authorized to spend up to $300.00 from
the Escrow Account that the City is holding for improving this
drive. Motion seconded by Shukanes. All Aldermen voted "aye"
with no "noes". Motion carried.
Mayor Kegley made a motion, seconded by Alexander that City
Secretary determine the owners of vacant lots in Shadycrest Sub-
division, write them a letter stating that due to the recent
encephilitis outbreak in our area, th$t they should mow their
propertyto destroy breeding places of mosquitoes. The City,has
been working with the County, Drainage District and hea�:th
authorities in an effort to stamp out this dreaded dieaee--•caus,e_d
by mosquitos. If such mowing is not done within thirty (30)
days the City would have the property mowed and -b 11 -would-be -
sent to them. All Aldermen voted "aye" with no "noes.t1 Motion
carried.
Mayor Kegley appointed a committee of Walsh, Shukanes e.rdd--1f0-'len`
to work with the School Board on a long range planning program
for water and sewer service needs for the school system.
Mayor Kegley stated that he had erroneously appointed Victor Nolen
as Mayor Pro -Tem at the previous meeting and in order to make the
appointment legal, he now appointed him Mayor Pro -Tem of the City
of Pearland.
The complaint about the tree limbs being a hazard at the corner
r of Houston and '<Plum Street was handed to Alexander for attention.

Motion made by Shukanes and seconded by Nolen that the Street
and Bridge Committee be authorized to hire an independent
contractor to grade the right-of-way on the Old Alvin Road between
Orange and Plum Streets. All Aldermen voted "aye" with no "noes".
Motion carried.
Nolen reporting for the Street Lighting Committee stated that
all of the lights recently requested were now in service.

Motion made by Alexander and seconded by Nolen that the City pay
all expenses for Escue Harris to attend the A. & M. short course,
Water Work's School, to be held at LaMarque, from September 28,
1964 through October 8, 1964. All Aldermen voted "aye" with no
"noes." Motion carried.
Motion made by Nolen and seconded by Sanders that Escue Harris
be appointed as the City's inspector for all subdivision work and
to be trained by the City Engineer. All Aldermen voted "aye"
with no "noes". Motion carried.
Motion made by Sanders and seconded by Shukanes that if City
Attorney Jack Harrison finds that according to the statute it is
necessary to fill the Council vacancy, a special election be
called to coincide with the general election. Discussion resulted
In a substitute motion by Alexander, seconded by Nolen that the
above motion be tabled for obvious reasons. All Aldermen noted
"aye" with no "noes." Motion carried.
Motion made by Nolen and seconded by Shukanes that 12 Rockwell
water meters, size 5/8" X 3/4" be purchased at a price of $30.97
each. Future purchases of water meters to be on a competitive
bases. All Aldermen voted "aye" with no "noes." Motion carried.
Motion made by Shukanes, seconded by Nolen, that office manager
charge off a duplicate tax statement in the name of I. J. Stepp,
in the amount of $20.48 for the year 1960, and tax statement for
1959,19And 1962 in the name of ° Clifford F. Kliesing in the amount
of $16.12 each which was levied on a metal hanger that had blown
down. All Aldermen voted "aye" with no "noes". Motion carried.
Mayor Kegley appointed Sanders torrake a check on all amendments
that had been made pertaining to our Subdivision Ordinance, to be
sure that all changes had been properly made.
