1964-09-21 CITY COUNCIL SPECIAL MEETING MINUTESdate. Mayor Pro Tem Kegley stated a special meeting would be held Monday Night September 212 1964, at 7:30 P. M. for a joint meeting with the Commissioners of�Drainage District No. 4 and to canvass the votes for the special election to elect a Mayor. Meeting adjourned at 9:30 P. M. Attest: City Secretary corrected this the day of ---------- A special City of Pearland City Council meeting was held on September 21, 1964, being called to order by Mayor Pro Tem John G. Kegley at 7:30 P. M. with the following city officials and guests in attendance. ` Alderman Gene Sanders Mayor Pro Tem John G. Kegley, Aldermen Victor A.°Noien� Steven A. Shukanes, Thomas P. Alexander and City Secretary W. A: McClellan. Guest: Frank Barringer z Mayor Pro Tem Kegley explained that the purpose of the meeting was to canvass the votes of the special election held on September 19, 1964, to elect a mayor, and other business that may properly come before the Council for consideration. Following due procedure and discussion of the election returns which indicated the following votes cast Joe Dan Calvin received 132 votes; John G. Kegley received 212 votes; Jack Taylor received 64 votes; Gene Sanders received 119 votes;_ Sanders made a motion that since John G. Kegley receive- _a._majdr-.ity of votes that he be duly declared the new mayor of the. -City bf Pearland. Motion seconded by Nolen. All Aldermen vested "aye"'. with no "noes". Motion carried. - - Frank Barringer, Trustee of the Willowcrest Subdivision submitted the following papers for consideration for Council to- accept --'this Addition to the City of Pearland. ' A letter from Jenkins Sign Company that signs had been ordered for Willowcrest Subdivision. A letter from Thos. D. Heaney, Consulting Engineer, that pressure tests on the piping in Willowcrest Subdivision had me,t specifications as required. A letter from J. R. White, Inc., reporting on tests on concrete cores taken from the paving in Willowcrest Subdivision. A letter from E. L. Bundy, City of Pearland Water and Sewer Superintendent, that repairs needed, as previously outlined by him, have been made. An as -built map for the piping of Willowcrest Subdivision by Thos. D. Heaney, Consulting Engineer. A properly executed instrument deeding the piping in Willow - crest Subdivision to the City of Pearland. Mayor Pro Tem Kegley stated to Council and Mr. Barringer that we would expedite as soon as possible our Engineer checking out the 96 concrete core test,inf'ormation so that Council could take final action on Thursday, Night, September 24J.' A motion was made by Shukanes, seconded by Alexander, that the City of Pearland pay to Frank Barringer, Trustee for Willowcrest Subdivision, the sum of $6,450.27'as Mr.. Barringer had met the requirements outlined in the minutes of August 27, 1964, for the off-site water and sewer service lines and appurtenances for Willowcrest Subdivision. All Aldermen voted "aye" with no "noes". Motion carried. Mat"ion made by Shukanes, seconded by Nolen that the City of Pear- -- hand send -a check to the First City National Bank of Iouston :on the Interest and Sinking Fund Account, in the amount of $2,075.18 :,for interest and feesOPhe Brazoria County Water Control and Improve- tnerit District No. 3, Sewer Improvement Unlimited Tax Bonds Series dated April 1, 1961. All Aldermen voted "aye" with no "noes". Motion'aarried. Motion made by Shukanes, seconded by Nolen that the City of Pearland send a check on the Interest and Sinking Fund Account in the amount of $3,515.60 to the First City National Bank of Houston for interest and fees on Brazoria'County Water Control" and Improvement District No. 3 Refunding Bonds, Series dated October 1, 1963. All Aldermen voted "aye" with no "noes". Motion carried. For the next order of business Mayor Pro Tem (Mayor Elect) John G. Kegley appointed Victor A. Nolen to be Mayor Pro Tem. Mayor Pro Tem Kegley appointed Sanders and Nolen as a committee to recommend to the City Council a workable dog ordinance. There being no further business the meeting adjourned at 8:45 P. M.
