1964-09-09 CITY COUNCIL REGULAR MEETING MINUTES• a A regular meeting of the Pearland City Council was held on Wed- nesday Night, September 9,1964, at the City Hall, 14429 Texas Avenue, with the following City Officials and guests in attendance. Mayor Pro -Tem John Kegley, Aldermen Steve A. Shukanes, Victor A. Nolen, Thomas P. Alexander and Gene Sanders. Secretary W. A. McClellan, City Attorney Jack Harrison and Appraiser P. L. Marquess. Equalization Board members M. 0. Knapp, Frank E. Lee, Jr., N. Y. Walker and Homer C. Wolf. Guests: A. J. Eastham, F. W. McElyea, Alden Kimmey, Paul G. Black, Jack E. Farmer, C. B. Walter, Jr., David S. Smith, Jr., and Frank Barringer. The minutes for a special meeting held on September 3,1964, and the regular meeting held on September 3, 1964, were read. A motion was made by Shukanes and seconded by Nolen that minutes for both meetings be approved with corrections. All Aldermen voted "aye" with no"hoes" Motion carried. A motion was made by Shukanes and seconded by Nolen that the following invoices and salaries be paid. All Aldermen voted "aye" with no "noes". Motion carried. McClellan (Payment for 5 Equalization Board Meetings) 50,00 $ 2,360.00 Mr. Frank Barringer was recognized and stated that he would like to show the Council the type of street signs he would place in Willowerest Addition. Motion made by Nolen and seconded by Shukanes that this type of sign, known as "MIROFLEX" with 4" black letters on white background, or equal, be used. Aldermen voted "aye" with no "noes". Motion carried,-- Sanders arried,Sanders reporting for the Street & Bridge Department'stated th&t shell had been placed according to previous instructions. Nolen reporting for the Right -of -Way Committee states --that right-of-way for the Old Alvin Road from Plum to Orange°•St .e:ei had been executed and advised that a grade should be ."thr-Own up as soon as possible. Motion made by Shukanes that Street &' Bridge Committee be instructed to authorize the City Engineer to perform whatever engineering necessary to begin grading on Old Alvin Road between Plum and Orange Streets, seconded by Nolen. All Aldermen voted "aye" with no "noes". Motion carried. N. Y. Walker was recognized as spokesman for the. Equalization Board. He gave a brief talk on some of their problems and how they were solved. He stated that about one hundred people had appeared before the Board. Also, that the Board needed legal council before making a final decision on some of the problems. '—" zA.discussion was held and Sanders made a motion that the Equali-> nation Board meet with City Attorney Jack Harrison, Appraiser P. L, Marquess and Fiscal Agent D. N. Eddleman to hear all cases and finalize proper appraised values of all properties in Pearland, according to law, and to supply tl�,e'information to the Assessor -Collector to prepare final tax roll in order that the Council may set final tax rate. Seconded'by Shukanes. All Aldermen voted "aye" with no "noes". Motion carried. Nolen in reporting for the Subdivision Ordinance Committee put the following in the form of a motion that was seconded by Shukanes. In Sherwood Subdivision, beginning at "sanitary sewer manhole No. 3 on the West boundry line of Sherwood Subdivision and extending South to manhole No. 4, then extending East to manhole No. 7 with the City participating in deepening this sanitary sewer piping approximatel two (21) in depth and increas- ing the pipe,size from manhole No. K to manhole No. 7 from 8" to 10" in diameter, with the City's participation cost being the sum of ONE THOUSAND DOLLARS ($1,000.00). The developers of this Subdivision will be advised within two (2) weeks how disbursement for the City's part will be met. All Aldermen voted "aye" with no "noes", Motion carried. Motion made by Kegley and seconded by Nolen that a permanent standing Park Committee be appointed as follows: Councilman - Tom Alexander - Chairman Councilman - John G. Kegley j President of Lion's Club - Steven Prensner President of Chamber of Commerce - Joe A. Martin Superintendent of Drainage District - Lloyd Yost The first order of business being to survey the Mary's Creek water well site for a City Park. All Aldermen voted "aye" with -no "noes." Motion carried. I 92 Nolen made a motion, seconded by Shukanes, that Mr. Bob Ellis should be granted the same stipulation as the Halik Estate in the naming of the road that he gave an easement for, if he so desired.
