The regular meeting of the City Council was held on Thursday
Night, August 27, 1964, at the City Hall, 14429 Texas Avenue,
with the following members and guests present.
Mayor Pro -Tem John G. Kegley, Aldermen Gene E. Sanders, Steven
A. Shukanes,Jr., Thomas P. Alexander and Victor A. Nolen, Secretary
W. A. McClellan, City Attorney Jack Harrison and City Engineer
William C. Walsh.
Guests: Frank Barringer, Frank M. Homan, Carlton McComb, Floyd
Anderson, Frank Lee, Oscar Hahn, F. H. McElya, Orlen O'Day,
R. -E. Wright, Escue Harris and M. 0. Knapp.
Motion made by Nolen and seconded by Shukanes that minutes of
regular meeting held on August 20, 1964, a special meeting held
on August 21, 1964, a special meeting held on August 24, 1964,
be approved with corrections. All aldermen voted "ayell no
"noes,." Motion carried.
Motion made by Shukanes and seconded by Nolen that the following
invoices and salaries be paid. All Aldermen voted "aye"
with no "noes." Motion carried.

Motion made by Nolen and seconded by Sanders at the claee
of business, September 30, 1964, that the operating account
of the City of Pearland - Water and Sewer Department No.
703348 and the City of Pearland - Operating Account - No.
702001 be' consolidated into one account to be known as,General
Fund Account No. 703348 with two sets of checks, "Regular
Expenditures" and "Payroll Expenditures,sf all outstanding
checks to be -cleared through the new General Fund Account
No. 703348. All Aldermen voted "aye" with no "noes." Motion
carried.
Mayor Pro Tem Kegley suspended committee reports for the time
being and recognized Mr. Floyd Anderson who wanted information
concerning the'appraisal of their property and.the.function
of the Equalization Board. This was.explained to him by
the Aldermen:

Alderman Nolen reporting for the Right -of -Way Committee stated
that right-of-wayshave been given by the Halik Estate, Donald
Halik, Robert I. Ellis and J. E. Little. Also, they
recommended that the Street & Bridge Committee check with
Mr. Henry Jordan, County Commissioner, about opening the Old
Alvin Road to Orange Street at County expense.
Mayor Pro Tem Kegley instructed the Street & Bridge Committee
to check into the possibilities of shelling Glenda Drive
at this time and to report at the next -regular meeting. The
Orange Street crossing was discussed and explained to the
visitors.
City Engineer Walsh reported that from all indications the
water well and lines on Highway 518 should be completed by
September 18, 1964. Plans for bids on sewer plant -Site No. 3
3should be ready the latter part of September, construction
could then be started by the end of September. This plant
should be completed on or before April 1, 1965.
Mr. Oscar Hahn of McGinnis Construction Company reported that
they are building a plant in Pearland that will employ 20 people
in the manufacture of Drag -Line Buckets, Clam Shell Buckets
and other related items. He requested a water service line
within 60 days. Engineer Walsh was instructed by the Council
to have some recommendations on this as soon as possible.
Alderman Shukanes in reporting about the Mosquito Control
Program stated that a Mr. Alford of Alvin had offered the
City the use of his airplane for spraying the creeks and hard
to get to places free, except for the material, gasoline and
oil.
Alderman Nolen reported -that & Pearland resident who worked
in Houston was Pearlandts first encephalitis victim.
Motion made by Nolen and seconded by Shukanes that the sum
of $6,125.27 plus $325.00 for a special tappling sleeve be
paid to Frank Barringer, developer of Willowcrest Subdivision,
when the following conditions are met. This amount previously
approved by the Council.

1:' A properly executed instrument deeding the water, sewer
and storm. -lines and appurtenances to the City of Pearland.
`2. A Certificate showing the lines have been pressure tested.
3. A Certificate; showing sterilization and State acceptance
' ° ' of water run through, the lines.
4'. An as -built drawing of the water, sanitary sewer and
storm sewer lines.
5. Replace three (3) valve boxes, repair three (3) manhole
covers for storm sewer line and one (1) manhold on
sanitary sewer line at lift`st.ation needs repairing.
6. Relocate 4" water line from private property to its
proper position along Cedar Street.
7. Check Subdivision Ordinance for proper street marking and
qther requirements.
All Aldermen voted "aye" with no "noes." Motion carried.
Motion made by Nolen and seconded by Sanders that the sum of
$3,417.74, previously approved, plus $120.00 for oversize
pipe from 6" to 8" at tie-in be paid to Sleepy Hollow Estates,
Inc., when the following conditions are met.
1. A properly.executed instrument deeding the water lines
to the City of Pearland.
2. A Certificate showing the lines have'been pressure tested.
3. A Certificate showing sterilization and State acceptance
of water run through the lines.
4. An as -built drawing of the water lines and storm sewer
lines, if any.
5. Check Subdivision Ordinance for proper street marking and
other requirements. All Aldermen voted "aye" with no "noes."

Mr., R. E. Wright presented preliminary plans for the proposed
sewer facilities for Section 1 of Sleepy Hollow Subdivision
which were accepted for study by the Subdivision Committee.
Motion made by kolen on behalf of the Subdivision Committee,
seconded by Kegley, that the developers of.Sherwood Subdivision
be instructed to proceed with sewer piping.as previously
accepted by the Council.

with no "noes." Motion carried.

No 96 be adopted. AN ORDINANCE APPOINTING THE BOARD OF
EQUALIZATION FOR THE CITY OF PEARLAND, TEXAS, FOR THE YEAR
1964, PROVIDING FOR THEIR DUTIES AND COMPENSATTON,`AND TIME
OF MEETING.AND DECLARING AN EMERGENCY. All Aldermen voted
"aye's with no "noe's.'t Motion carried.

Motion made by Kegley and seconded by Nolen that ORDINANCE
NO. 97 be adopted. AN ORDINANCE FIXING THE TIME -AND MANNER
OF PAYING THE AD VALOREM TAXES LEVIED FOR THE USE AND
BENEFIT OF THE GOVERNMENTOF THE CITY OF PEARLAND, TEXAS.
All Aldermen voted "aye" with no "noes." Motion carried.
Motion made by Kegley and seconded by Nolen that ORDINANCE
NO. 99 be adopted. AN ORDINANCE LEVYING CITY OCCUPATION TAXES
AS AUTHORIZED BY THE CONSTITUTION AND LAWS OF THE STATE OF
TEXAS.
Substitute motion to postpone action on ORDINANCE 99 made
by Sanders. Motion died for lack of a second.
Mayor Pro Tem Kegley called for a vote on the original
motion. Aldermen Shukanes, Nolen and Alexander voting "aye.1t
Sanders abstained. "Ayes" being in majority, the motion
carried. e
Motion made by Alexander and seconded by Sanders that the policy
of the City with reference to pipeline and utility easements
within streets, alleys or public properties be as follows:
Permission from the Council be obtained for construction or
laying of any such lines; that the owner or contractor agree
with the city to remove, replace or case said lines at their
expense, in the event it is required or,deemed necessary
by the City Council. All Aldermen voted "aye" with no
"noes." Motion carried.
Chief Casey briefed the Council on the Cityts needs #'or.a
base radio communication station and recommended on for
about 20 units. The Mormick Company has a used Gerxeral -
Electric Station for $1,100.00 plus $350.00 for installation;
Mayor Pro Tem. Kegley appointed Shukanes and Alexander to see=
what could be worked out.
Motion made by Sanders and seconded by Kegley that beginning
Wednesday Night, September 9th, 1964, all regular Council
meetings would be held on Wednesday Nights instead of
Thursday Nights. All Aldermen voted "aye" with no "noes."
Motion carried.
