1964-08-12 CITY COUNCIL SPECIAL MEETING MINUTES70
The City of Pearland City Council met in a special called
meeting August 12, 1964 to consider the budget for the fiscal
year beginning October 1, 1964, and ending September 30, 1965
and such other business that,may properly be brought before
the council, with the following members and guests present.
Mayor Pro -Tem John G. Kegley, Aldermen Thomas P. Alexander,
Steven A. Shukanes, Jr., Victor A. Nolen, Gene E. Sanders,
and City Secretary W. A. McClellan.
Guests: Mr. P. L. Marquess.
Mayor Piro -_Tem Kegley opened the meeting -at 7:30--P.--M- with
the statement that on Monday morning August 10, 1964 he was
unable to cor_itact City Attorney Jack Harrison because he was
on vacation. -He then contacted the Law Firm of Vinson, Elkins,
Weejms and Sear s. Their representative Mr. Olson consented
to prepare theproper resolution forms for the special election
to elect a riayor.
Motion..m_d6, by Nolen and seconded by Alexander that Mayor Pro -
Tem Kegleyt s action be approtred.
Ali aldermen voted "aye" no "noes.' Motion carried.
Motion made by Nolen and seconded by Shukanes that Ordinance
No. 95 calling for a special election to elect a mayor be
approved and adopted. (Copy Attached). All Aldermen voted
"aye" no "noes." Met#en carried.
Motion made by Nolen and seconded by Alexander that 8ouncil
instruct Mr. P. L. Marquess, that in working with the Board
of Equalization it is the intent of the Council that property
values be arrived at by giving due consideration for available
facilities.
Substitue motion made by Sanders that Council instruct Tax
Assesser-Collector W. A. Mc81ellan to reduce assessed values
of properties with neither water or sewer services by 50%
as compared with equal market valued properties with City
water and sewer when sending tax statements.
There being no second Mayor Pro -Tem Kegley stated we would
forego a second to allow for discussion of the motion.
After discussion the substitue motion died for want of a second,
and a vote on the origonal motion was called. Aldermen, Kegley,
Shukanes, Nolen and Alexander voted "aye". Alderman Sanders
.Abstained. Meilen carried.
Meeting adjourned at 10:20 P. M.
