—A special meeting of the City of Pearland 6ity Council was held
on June 29, 1964, at the City Hall with the following City
Officials present.
Mayor E. T. Gibbons, Councilmen Tom Alexander, John Kegley,
Steve Shukanes and Gene Sanders.
Meeting called to order by Mayor Gibbons at 7:50 P. M. to
talk with the applicant for Police Chief and such other matters
as might properly come before the Council.
Mr. A. H. Casey presented extensive examples of records used
in the City of Houston for records and investigating procedures
and briefly went into the way in which he would set up the
department and enforce the law. _
At approximately 9:15 P,, -M. Mr. Casey was dismissed and
after some little discussion the following transpired.
Sanders made a motion - seconded by Kegley, foaer{onlT-
that Mr. Blackburn be hired as Chief. Alderma aye
Aldermen Kegley, Alexander and Shukanes voted "no."
Motion failed.
Councilman Alexander made a motion that Mr. Casey be hired
as Chief under the' usual terms and salary of $450.00 per month.
Seconded by Shukanes. All Aldermen voted "aye no "noes."
Motion carried.
For the sake of expediency Mayor Gibbons replaced Council4
man Nolen with Councilman Kegley on the Friendswood Neg;ot4ation
Committee and advisedthat a meeting would be held on Wednesday
night if agreeable with Friendwood.
General discussion of methods by which to inform voters about
forthcoming bond issue and it was decided to have an open
meeting for this purpose rather than the usual council meeting
on Thursday for the purpose of meeting with civic organization
representative and others. Another meeting scheduled for
Monday at 7:30 P. M. to meet with the business people.
