1964-06-04 CITY COUNCIL REGULAR MEETING MINUTES`The regular meeting of the City of Pearland City Council was held on Thursday Night, June 4, 1964, at the City Hall, lW9 Texas Avenue, with the following city `officials and guests present. Mayor E. T. Gibbons; Aldermen Victor A. Nolen, Staved A. Shukanes, Jr., John G. Kegley, Gene'E. Sanddrs and Thomas'P. Alexander. F Guests; Jack Harrison, P. L. Marquess, Frank Barringer, David L. Smith., -Jr,, -Charles Newman, Ed R vers, W. A. McClellan and „E. E. Bratton. Minutes of the regular meeting read and approved.. Motion made by Nolen and seconded by Shukanes that the following invoices and salaries, including Check No. 1266 (withheld at previous meeting), be approved for payment. Marquess ' be hired as Auditor for a period of two (2) years per his letter dated June 4, 1964. "The City of Pearland Pearland Texas Gentlemen: I have been asked City, to submit a City Auditor. by Mr. Gibbons, The Mayor of Yur ' proposal of serving you as your , s Twill serve you in such capacity and provide.the necessary time and reports to conform to all custoy and usual requirements of such an appointee for — f-66 of $1500.00 annually plus extra charges of $60 per day for unusual services to be requested by you but not to exceed $2400 per year. - I would aid in budget preparation, make annual audit to conform to good accounting practices and give 25 copies of such report to the council. The retainer should be for two years service. At this time, there will be a demand for unusual time in preparing the city budget, perfecting and aiding in the installation of an accounting system for the FEeration of your city, and advice toward maintain,,,; in orderly and properly used modern accounting system. Motion made by Kegley,and seconded by Nolen that since Council feels an emergency exists the office should buy.one Model 1250 A Elliott Addresser immediately per memorandum. All Aldermen voted "aye" no "noes". Motion carried. Motion made.by Kegley and seconded by Shukanes that City enter into a Lease Agreement with the Burroughs Corporation for one No. F 1306 Sensimatie Accounting Machine completely programmed. All Aldermen voted "aye" no "noes." Motion carried. Motion made by Alexander to give Charles E. �gfp_q Pearland Garage, thirty (30) days in which to build aard fence 6 ft. high around his ajoining business lot for the storage of automobiles, seconded by Kegley. Nolen made a substitute motion to table the above motion and to repeal the Junk Yard Ordinance, seconded by Sanders for the purpose of getting it to a vote. Aldermen Nolen voted "aye"; Aldermen Alexander, Kegley, Shukanes and Sanders voted "no", noes being in majority, substitute motion failed. Voting on original motion Aldermen Shukanes, Kegeley and Alexander voted "aye", Aldermen Nolen and Sanders voted "no". Ayes being in majority. Motion carried. Motion made by Shukanes that council adopt Ordinance No. 34A Amending Ordinance No. 34 as requested by State Highway Department. Seconded by Kegley. All Aldermen voted "aye" no "noes".
