1964-06-03 CITY COUNCIL SPECIAL MEETING MINUTESA special meetirg of the Pearland City Council was cal led to order 'by Mayor Gibbons,June 3,. 1964, •in the City Hall with-,,. the following city officials and guests in attendance. Mayor E. T. Gibbons, Councilmen Victor A. Nolen, Steven A. ShuksLaes,.Jr.,.John Kegley, Gene E. Sanders and guests,, 'D. N. Eddlema.n,.William Pryor and William C. Walsh. Mayor Gibbons explained that the purpose of the meeting was to discuss with the fis`oa1:R agent, Mr. Eddleman; the city - engineer and the council the problems and various facets of ,presenting a bond issue to the people to develop city water and sewer facilities. The question was asked if funds could be included in a bond program to build mdre fire department and police department facilities. Varidus effects of this inclusion of firs and police facilities on the overall bond program were discussed at length by the council. .rWalsh discussed the control of the Federal Gran' for major 6ewage facilities. Mayor Gibbons read a letter from the Texas State Department of Health, dated May 28, 1964, which explained the steps the'City has to take to qualify for the Federal Grant under Law'660 and obtain fund now available immediately for the, sewage system on the east end of town. it eras the recommendation of the Fiscal Agent that the City proceed with a bond issue on the overall City needs for water and -sewer rather than proceeding with time warrents for�,the sewage plant and lines on the east side of the City. Mr.'Walsh was instructed to prepare estimates for the over- all'Mork for council review by June 11, 1964. It was agroed that a special meeting will be called fog June 10, 19640 at 7400 P. M. to discuss the bond issue, Mr. Eddleman next discussed changing the tax structure to be based on 60% of value and tax at a rate of 70 - 75� per $100.00 valuation which would balance the existing structure of 50% and W on the $100.00 valuation. A motion was .made by Shukanes and seconded by Nolen that Miers Thermelectric Corporation be hired to repair the air conditioning unit for the city jail. All Aldermen voted "aye" no "noes". Motion carried. A motion was -made by Kegley that the Subdivision Ordinance be ameftded to require one year maintenance bond on streets rather than a surety bond and that coring be done at the disgretion of the City Engineer. Seconded by Shukanes. Aldermen Kegley Sanders, Shukanes and Alexander voted "aye". Nolen voted "nod, The "ayes" being in the majority the motion carried. Meeting adjourned at 9:40 P. M.
