1964-05-14 CITY COUNCIL REGULAR MEETING MINUTES28 —The regular meeting for the City of Pearland City Council was held on Thursday Night, May 14, 1964, at the City Hall, 14429 Texas Avenue, with the following City Officials and Guests present. All members voted payee no noes." Motion carried. Upon recommendation by Jack Harrison, City Attorney, Alexander made a motion, seconded by Shukanea, that the Construction Fund check in the amount of $7,075.00 payable to George Bregman be voided and another check for like amount be .made payable to Community Title Company who will handle the closing papers on the Water Well Site on Highway 518. All members voted "aye" no "noes:' Motion carried. The Mayor next discussed the question of proper handling of the City Recorder's funds during a current month, the problems that could arise in the event something happened to'the Judge, were considered. A motion by Alexander that the City open a Special•Account, P. E. Mayor Gibbons next discussed t$e Halik-Ellis road easoment question. lir. Walsh reported this road was located on one-half mile spacing and °city policy required an 80 foot right-of-way dedication for a road. It was agreed that the -right-of-way +-� committee should negotiate with Mr. Halik on this problem. { A motion was made by Nolen and seconded by Alexander that the Village Green Subdivision, (Buck Hausman., Developer), linen plat be accepted -and approved subject to filing a Power -of - Attorney by Aetna Insurance Company on Surety Bond and filing of drainage easement. A11.members voted "aye".no "noes." Motion carried: o _ After a brief discussion of the invoice of Bay Concrete Products Company , further action was postponed and Mayor Gibbons appointed Councilmen Sanders and Shukanes,-along with City Engineer Walsh as a committee to work out a new contract agreement with Pearland Investment Company of repayment of funds advanced by.them•& Ace the contractor, due to adverse conditions, had not in$til-.ea"' the service line for their addition as originally lfifiv6ii �y the engineer and as a result caused a drastic out i -6 -'service for that area. David L. Smith, Jr., Developer of Sherwood Subdivision, was recognized and after discussing several questions the --r tt"' wr s referred to the subdivision committee for study and a� ppval0"' David L. Smith, Jr., filed a preliminary plat of the West Lea Subdivision with the City Council as of this day May 140 1964. Motion made by Alexander and seconded by Nolen that the City Council participate with Drainage District No. 4 in a joint bid on approximately 1300 ft. of storm sewer pipe to be installed parallel to Orange Street from the North East Corner of Willow Crest Addition to San Antonio Street. The sum not to exceed $5,000.00. This $5000.00'.to be,placed in es -crow. Motion carried. A motion made by Alexander and seconded by Shukanes that office be allowed to purchase a small fire -proof lock box to be kept in the vault and used for valuable papers. All members voted "ay# no "noes". Motion carried. A motion made by Shukanes and seconded by Nolen that Ordinance No. 85 be passed and approved making the Office of City Secretary appointive -instead of elective. All members voted "aye" no "noes." Motion carried. A motion made by Shukanes and seconded by Nolen that Ordinance No 86 be passed and approvesd creating the office of and appointing Tax Assessor -Collector for the City of Pearland. All members voted "aye" no "noes." Motion carried. A motion made by Shukanesand seconded by -Alexander that W. A. McClellan,be appointed City Secretary and Tax Assessor -Collector for an indefinite period of time and that his Bond be increasied to $10,000.00. All members voted "aye" no "noes." Motion carried.`71 A motion made by Shukanes and seconded by Alexander that Ordinance No. 87 be passed and approved regulating the operation of places 911 used or maintained as Junk Yards or dumping grounds, or for the wrecking or disassembling of automobiles, trucks, tractors,or machinery of any kind, or of any of the parts thereof,, or for the accumulation of rubbish of any description in the City of Pearland, Texas; providing for a license fee of $100.00; and prescribing a penalty for the violation of the terms of this ordinance. All members voted "aye" no "noes.' Motion carried. Motion made by Nolen and seconded by Sanders that Pearland Lumber Company be awarded the contract for furnishing 185 ft. of 3" Transite pipe for the Calvin Jones home provided it meets our specification.
