MINUTES OF A SPECIAL MEETING OF THE CITY.COUNCIL OF_THE.CITY OF
PEARLAND, TEXAS, HELD IN SAID CITY HALL ON MARCH 21, 19 AT
7:30 F. M.
A special meeting of the City Council of the City of Pearland was
called to order by Mayor Keller with the following present:

The invocation was given by Mr. James Matlock, Chaplain.
DOG VACCINATION:
It was moved by Councilman Courtright, seconded by Councilman
Ellis that the rules be suspended in order to take up the matter
of dog vaccinations out of the regular order of business.
Motion passed 3 to 0. (Councilman Sanders entered the meeting'at
7:35 P. M.)
It was moved by Councilman Courtright, seconded by Councilman Ellis
that the Mayor be authorized to issue a Proclamation proclaiming
March 30, 1968 as "Rabies Vaccination Day for Canines." Motion
passed 4 to 0.
SANITARY SEWER PROJECT WPC TEX 455:
It was moved by Councilman Sanders, seconded by Councilman Ellis
that a Change Order in WPC TEX 455, Pearland Sewer Prject, be
authorized to transfer the Federal Grant Funds from Section C of
the Contract to Section A and B in the amount of $52,000.00 as set
out in the original application. Contracts A and B being the
Walnut Street Sanitary Sewer _Trunk Main and Shadycrest Trunk Main
extending along Yost Road, and Contract C was for an outfall line
from F. M. 518 to Sleepyhollow, an area along County Road 119.
Motion passed 4 to 0.
TRAFFIC CONTROL:
Councilman Courtright reported the following for the Street and
Bridge Committee:
1. A meeting had been held with Mr. St. John of the
State Highway Department and that the State would
be willing to mark off Highway 518 from Texas Avenue
to Park Avenue for four lanes of traffic, but it
would be necessary for the City of Pearland to
adopt an ordinance to prohibit parking, "on street
parking," on Broadway between the above said
streets.
2. That the State Highway Department was receptive
to the widening of Highway 518 from Park Avnue
eastward approximately 1800 feet around the curve.
It would be necessary for this to be a joint effort
with the Drainage Commission and Highway Department,
and the City. The City's share of the cost would
be approximately 5,000.00 to 6,000.00.
3. The State Highway Department stated their oposition
to the opening Walnut Street across the railroad
tracks at this time.
It was moved by Councilman Courtright, seconded by Councilman Ellis
that an ordinance be drafted to prohibit parking on either side of
Broadway between Texas Avenue and Park Avenue. Motion passed
4 to 0.
The Item concerning the appropriation of funds for the extension
of the four lane street on Highway 518 was referred to Budget Com-
mittee for their recommendations.
BANK ACCOUNTS:

It was moved by Councilman Courtright, seconded by Councilman
Wasek to establish a construction fund for the purpose of receiving
and disbursing funds for the Sanitary Sewer Contrust Project
namely WPC TEX 455. Motion passed 4 to 0.

It was moved by Councilman Courtright, seconded by Councilman
Sanders that a Payroll Fund Account be established and a General
Account be established to segregate the water and sewer receipts
and disbursements from the general tax receipts and disbursements
from the general tax receipts and disbursements. Also, to
provide a holding account for payroll taxes until they are disbursed.
Motion passed 4 to 0.
APPROVAL OF EXPENSES:
It was,moved by Councilman Courtright, seconded by Councilman Wasek
to approve for payment Check No. 186 to William C. Walsh in the
amount of $1,177.10 and Check No. 188 to Mainland Construction
Company in the amount of 19,626.59. Motion passed 4 to 0. ' I

GARBAGE COMMITTEE:
Councilman Sanders reported that Mr. John Waling of the Brazoria
County Realty Company has offered the City approximately 10 acres
located immediately south of our present garbage dump for 15,000.00.
Councilman Sanders read a letter from Mr. Jack Harrison concerning
a request for the City of Pearland to pave Ella Street.
It was moved by Councilman Sanders, seconded by Councilman Ellis
that the Mayor and/pr City Administrator write Mr. Harrison a letter
regarding this matter since Ella Street was not located within
the city limits of Pearland and that we had no jurisdiction
concerning the same. Motion passed 4 to 0.
