A special meeting of the Pearland City Council was called to order by
Mayor D. R. Keller with the following present:

Mayor .Keller stated that the purpose of the meeting was to discuss
calling a bond election and other matters that might come before the
Council.
A discussion was held regarding the calling of a bond election and Mr.
D. N. Eddleman read the Ordinance calling for the bond election in full.
A motion was made by Councilman Wasek, seconded by Councilman Watson
that the ordinance adopted as read. The motion, carrying with it the
adoption of the ordinance prevailed by the following vote:
AYES: Mayor Keller and Councilmen Wasek, Watson and
Courtright.
NOES: None i

ABSENT: Councilman Sanders and Councilman Ellis.
The Mayor thereupon announced that the ordinance had been duly and
lawfully adopted. The ordinance thus adopted follows:
ORDINANCE NO. 142
ORDINANCE CALLING BOND ELECTION; PROVIDING
DETAILS RELATING TO SAID ELECTION; AND CON-
TAINING OTHER PROVISIONS RELATING TO SAID
ELE CTI ON
WHEREAS, the City Council of the City of Pearland, Texas,
deems it necessary that an election be called and held within said
City --for the purpose of voting on the proposition of issuing sanitary
sewer system improvement bonds payable from taxation as herein set
forth; Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1: That an election shall be held in and throughout
the City of Pearland, Texas, on the 12th day of December, 1967, at
which election the following proposition shall be submitted to the
duly qualified resident electors of said City who own taxable property
within said City and who have duly rendered the same for taxation, for
their action thereupon, to -wit:
PROPOSITION
SHALL THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS
BE AUTHORIZED TO ISSUE THE BONDS OF SAID CITY IN THE
MAXIMUM AMOUNT OF FOUR HUNDRED THOUSAND DOLLARS (400,000),
MATURING SERIALLY WITHIN FORTY (40) BARS FROM THEIR DATE
OR DATES, BEARING INTEREST AT A RATE NOT TO EXCEED FIVE AND
ONE-HALF PER CENT (5-112%) PER ANNUM, FOR THE PURPOSE OF

CONSTRUCTING IMFk0VEMENTS AND EXTENSIONS TO THE
SANITARY SEWER SYSTEM OF SAID CITY, AND TO LEVY AN ANNUAL
TAX ON ALL TAXABLE PROPERTY WITHIN SAID CITY SUFFICIENT
TO PAY THE INTEREST ON SAID BONDS AS IT ACCRUES AND TO
CREATE AND PROVIDE A SINKING FUND TO PAY THE PRINCIPAL
OF SAID BONDS AS IT MATURIES?
Section 2: That said election shall be held in accordnance with
the provisions of the Constitution and laws of the State of Texas, and
only duly qualified rewidents electors of said City who own taxable
property within said City and who have duly rendered the same for
taxation shall be qualified to vote.
Section 3: That the entire City is hereby established as one
election precinct, and the City Hall of the City of Pearland, Texas,
within said City, is hereby designated as the polling place for
said election. The following named persons are hereby appointed
officers to conduct said election..

Section 4: That it is hereby determined that voting at said
election shall be by the use of voting machines, and the ballots
of said election shall conform to Chapter 6 of the Election Code
of the State of Texas, Chapter 492, Acts 'of the 52nd Legislature of
Texas, 1951, as ameanded, and, in addition to the requirements of said
Chapter, shall be printed thereon the the following:

Each voter desiring to vote in favor of the proposition shall pull the
voting pointer down indicating "For" for the proposition, and each
voter desiring to vote against the proposition shall pull the voting
pointer down indicating "Against" the proposition.
Section 5: That as to absentee voting, however, paper ballots
shall be used, and absentee voting shall be conducted by a clerk for
absentee voting, namely, Mrs. Dorothy Coo}i assisted by Mrs. Dorothy
Thompson, assistant clerlj"and the place at which the absentee voting
shall be conducted is the City Hall, within said City, which is
also the absentee voting clerk's mailing address to which ballot
applications and ballots voted by mail may be sent. Said clerkshall
keep said office open for at lease eight (8) hours, that is, from
8:00 a. m. to 5:00 p. m. on each day for absentee voting which is riot
a Saturday, a Sunday or an tufficial state holiday.
The absentee ballots of said election shall conform to the require-
ments of Chapter 6 of the Election Code of the State of Texas, as
amended, and, in addition, shall have printed thereon the following:

The voter shall vote on tlE proposition by placing an "X" in the
square beside the statement indicating the way he wishes to vote on the
proposition.
Section 6: That notice of said election shall be given by posting
a notice containing a substaintial;'copy of this ordinance at the Ct;ty
Hall and at two (2) other public places within said City not less than
fourteen (14) days prior to the date on which said election is to be
held, and by publication of said notice on the same day in each of two

(2) consecutive weeks in the Tri County Sun Progress, a newspaper
published in, and of general circulation within said City of Pearland,
the first of said publications to be not later than fourteen (14) days
prior to the date set for said election.
Section 7: That this ordinance shall take effect and be
in full force upon and after its adoption.
PASSED AND APPROVED this 16 day of November, 1967.

The next order of business was a motion made by Councilman Wasek,
seconded by Councilman Courtright that the following employees receive
wage increases as outlined:
Dorothy Thompson - 25.00 per month
Dorothy Cook - 25.00 per month
Ann Piersol - 25.00 per month
Janette Townsend - 15.00 per month
The above raises to be retroactive to October 1, 1967, the beginning
of the fiscal year for the City. WHEREUPON, the question was asked
and the motion carried, all Councilmen present voted"aye" with no

A discussion was held regarding the Fire Department radios recently
authorized by the Council. A total of 15 radios can be purchased
instead of 14 radios at no additional cost to the City, : A motion
was made by Councilman Courtright, seconded by Councilman Watson that
the Fire Department purchase 15 radios instead of 14 radios previously
authorized at a total cost not to exceed 1975.00. Payment of same
to be the same as previously authorized. WHEREUPON, the question
was asked and the motion carried, all Councilmen present voted "aye"
with no "noes."
Mr. Frank Barringer requested permission to remove a linen plat of
Willowcrest Section 4 -from the City Hall after it had been properly
filed in Angleton for a period of three hours so that copies could be
made. Council granted this request to Mr. Barringer.
A discussion was held regarding the use(f plastic pipe. This matter
to be referred to the subdivision committee.
A workshop meeting will be held Monday night November 20, 1967, regarding
bond issue.
A motion was made by Councilman Wasek, seconded by Councilman Court -
right that the meeting adjourn. WHEREUPON, the question was asked
and the motion carried, all Councilmen present voted "aye" with no
