IN THE CITY HALL A regular meeting of the Pearland City Council was called to order by Mayor Pro Tem Gene E. Sanders with the following present: Mayor Pro Tem Gene E. Sanders Councilman IB. J. Storrs - Pearland Tri County Sun Progress, W. D. Barlow, T. E. Burnett, L. V. Dennis, Joe D. Holland. The meeting opened with prayer by Rev. D. 0. Foster, minister of the First Baptist Church of Pearland. The next order of business was the Oath of Office for Dan R. Keller appointed by the City Council to serve the unexpired term of Lloyd C. Hawkins, former Mayor. City Attorney Galli administered the Oath of Office and Mayor Dan R. Keller was duly sworn in. A motion was made by Councilman Wasek, second OngTegouncilman Ellis that the October 26, 1967, (Regular Meeting) e approved as read. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye's with no "noes." A motion was made by Councilman Wasek, seconded by Councilman Sanders that the minutes of a special meeting of November 2, 1967, be approved. WHEREUPON, the question was asked and the motion carried, all Councilman present voted "aye" with no "noes." A motion was made by Councilman Courtright, seconded by Councilman Wasek that the minutes of a special meeting held November 6, 1967, and known as the public budget hearing, be approved., WHEREUPON, the questiopi was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Courtright, seconded by Councilman Wasek that the list covering invoices and checks dated November 9th, 1967, be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Sanders, seconded by Councilman Courtright that off-duty police personnel be authorized to patrol school crossings as designatdby the school board at such times ;qsdesignated by the school board. All services of this nature to be coordinated through the Chief of Police and all payments by the school board to be made directly to the off-duty police personnel entitled to such compensation, if legally possible to do this. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Courtright, seconded by Counc amount not to exceed $2,000.00 be allocated for la the new police station. Councilman Courtright FOR THE USE AND PE ARLAND, AND PROVIDING �28 FOR THE INTEREST AND SINKING FUND FOR THt YEAR 1967, AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE, be adopted. Said tax rate to be $1.15 on each one hundred dollar valuation of property and so levied and apportioned to the specific purposes herein set forth: (1) For the maintenance and support of the general government (General Fund) the sum of $0.675 on each $100.00 valuation of property and (2) For the Interest and Sinking Fund, the sum of $0.475 on each $100.00 Dollar valuation of property, to be apportioned as set out in said ordinance 140. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Sanders, seconded by Councilman Court - right that Ordinance No. 141, AN ORDINANCE FIXING THE TIME AND MANNER OF PAYING THE AD VALORUM TAX LEVIED FOR THE USE AND BENEFIT OF THE GOVERNMENT OF THE CITY OF PE'ARLAND, TEXAS, be adopted. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Courtright, seconded by'Councilman Ellis that based upon a request by the Pearland Volunteer Fire Department, as contained in the Fire Department minutes of October 16, 1967, that they be authorized to order 14 radio receivers, complete with emergency battery packs, an encoder installed in the city police radio system, and other appurtenances. This order is not to exceed $1975.00, and to be financed -as follows 1. One-half of the amount to be made available January lst, 1968, from the City's General Revenue Fund, Account No. 600. 2. The balance to be borrowed by the City from the Pearland State Bank when needed, such note to be due and payable,. with interest, one year later but not earlier than January lst, 1969, from the City General Revenue Fund Account No. 600. Upon delivery an .installation of this equipment, all present telephone L service is to be Hntinued with the exception of one telephone at the police dispatcher station, one telephone at the fire station and the fire siren line. Also, that all units be insured against theft and that the Fire Marshal and Assistant Fire Marshal be on list of recipients of these receivers and a list of holders be put on file at the. City Hall. All units in this order to be placed in the corporate limits of Pearland, Texas. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A discussion was held regarding pipelines and Ordinance No. 138, and based on the recommendations of City Attorney Galli, a motion was made by Councilman Sanders, seconded by Councilman Ellis that Ordinance No. 138 be repealed in its entirety. A qualification to this repeal as requested by the Humble Pipeline is that the line in question at this time be constructed throughout the city limits of Pearland in conjunction with the direction of the City Engineer as to physical characteristics as to road crossings and public utilities. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." The regular meeting of Thursday November 23, 1967 will be moved back to November 21, 1967, due to the Thanksgiving holiday. i A motion was made by Councilman Ellis, seconded by Councilman Wasek that the City Engineer be instructed to release the contract to -the,, Mainland Construction Company for -water in Shadycrest, Creekview and Regal Oaks. A motion was made by Councilman Courtright that the motion be tabled until regular meeting November 21, 1967. Motion died for lack of a second. WHEREUPON, the question was asked on the question that the City Engineer be instructed to release the contract to the Mainland Construction Company for water in Shadycrest, Creekview and Regal. Voting "aye" - Councilmen Wasek, Sanders and Ellis. Councilman Courtright voting "no." Motion carried. 229,. Mr. Deisch appeared before the Council to ask questions regarding water and sewer in Shadycrest. His appearance was on behalf of the Shadycrest Civic Club. Councilman Courtright stated that the matter of sewer and water together preferably, for the Shadycrest area was asked on several occasions. Water and Sewer Agreement with Friendswood will have to be changed. Mayor's Advisory Council letter to be put on next agenda. Council instructed Attorney Galli to work up ordinance covering hours of opening for pool halls. A motion was made by Councilman Wasek, seconded by Councilman Sanders that the meeting adjourn.
