1967-10-26 CITY COUNCIL REGULAR MEETING MINUTESMINUTES OF A REGULAR MEETING OF THE CITY OF PE ARLAND, TEXAS, CITY COUNCIL HELD ON OCTOBER 26, 1967, AT 7:30 P. M. IN THE CITY HALL A regular meeting of the Pearland City Council was called to order by Mayor Pro Tem Gene E. Sanders with the following present: Mayor Pro Tem Councilman Councilman Councilman, & City Secretary City Attorney Absent: Councilman Gene E. Sanders Dale Watson E. A. Wasek Aubrey G. Ellis Cesare J. Galli, Jr. B. J. Courtright 2234 .Lr34 Visitors: T. E. Burnett - Humble Pipe Line Company, George Huglos - Humble Pipe Line Company, James H. Hughes - Brown & Root, Inc., Sidney I. Barfield, Bill Frascino, Van Boone, Joe D. Holland - Humble Pipe Line Company, John Billings - Houston Lighting & Power Company, James A. Matlock, A. C. Schupp, Ginger Wasek, Lee Plyler, Mrs. Lee Plyler and A. W. Storrs - Tri County Sun Progress. The first order of business was a motion by Councilman Watson, seconded by Councilman Wasek that the minutes of the regular meeting held on October 12, 1967 be approved with corrections. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Wasek, seconded by Councilman Watson that the minutes of a special meeting held on October 17, 1967, be approved as corrected. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no -"noes." A motion was made by Councilman Ellis, seconded by Councilman Sanders that minutes of a special meeting held on October 21, 1967, be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Watson, seconded by Councilman Wasek that the check list covering invoices and salaries dated October 26, 1967 be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Mayor Pro Tem Sanders appointed a committee consisting of Aubrey Ellis and Attorney Cesare Galli to study the matter referred to in a letter from the Regency Park Civic Club regarding the new service road to Sewer Plant No. 2. A motion was made by Councilman Ellis, seconded by Councilman Wasek that the City of Pearland adopt Ordinance No. 139 - AN ORDINANCE PROVIDING FOR THE APPROVAL OF THE AGREEMENT DATED OCTOBER 26, 1967, BETWEEN THE STATE OF TEXAS AND THE CITY OF PEARLAND, FOR THE REVISION, CONSTRUCTION, EXISTENCE, USE, OPERATION, AND MAINTENANCE OF HIGHWAY SIGNAL PROJECT (S) AT THE LOCATION (S) SHOWN ON EXHIBIT 1, ATTACHED HERETO AND MADE A PART HEREOF, IN THE CITY OF PEARLAND; PROVIDING FOR THE EXECUTION OF SAID AGREEMENT; AND DECLARING AN EMERGENCY, and enter into contract with the State Highway Department as outlined.in their letter of October 19, 1967. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Mayor Pro Tem Sanders requested City Attorney Galli to contact Mr. Ken Wood, Southwestern Bell Telephone Company representative and request written consent be given the Highway Department for use of their poles. Mr. Bill Frascino appeared before the Council and .invited the Council to a safety demonstration by the Houston Fire Department to be held on Wednesday November 8th, 1967 in the Lions Club Building at 7:00 P. M. Invitation also extended to the Pearland Fire Department and the Pearland Police Department. A motion was made by Councilman Watson, seconded by Councilman Wasek that the City advertise for shell as per specifications and open bids 224 at the regular meeting of November 21, 1967. WHEREUPON, the question was asked and the moti.'on carried, all Councilmen present voted "aye" with no "noes.' Mayor Pro Tem Sanders absent at this time. Mayor Pro Tem Sanders called a special meeting for November 16th, 1967 to discuss tax problems with D. N. Eddleman. Mr. Burnett appeared for the Humble Pipe Line Company and after due discussion it was determined that Humble should put in writing all objections set forth in this meeting. Mayor Pro Tem Sanders called a special meeting on November 2, 1967 to discuss filling the vacancy of Mayor, to hear the Humble Pipe Line representatives and the opposition and any other business that might come before the Council. A motion was made by Councilman Wasek, seconded by that the meeting adjourn.
