MUM OV A REGULAR M�T2NG OF TIM CITY OF PEARLAND TEXAS CITY MUM COUNCIL HELD ON JUNE 22, 1967, AT 7:30 P. M. IN THE CITY HALL A regular meeting of the Pearland City Council was called to order by Mayor Pro Tem Gene E. Sanders with the following present: Mayor Pro Tem Councilman r-- Councilman Councilman Councilman City Attorney City Secretary Absent: Mayor - Gene E. Sanders Dale Watson B. J. Courtright Aubrey Ellis E. A. Wasek Cesare Galli, Jr. W. A. McClellan Lloyd C. Hawkins Vistors A. W. Storrs, R. L. Kruse, L. B. Johnson, H. W. Sanders, A. C. Schupp, Mrs. J. E. Jamison, James A. Matlock, Mrs. L. E. Dittmann, Robert J. Hall, Basil L. Cogbill, Lee Plyler, Sidney I. Barfield, Wayne Holder and R. P.'Harrington. The meeting began at 7:30 P. M. with a prayer by Chaplin James Matlock of the Fire Department. In the absence of Mayor Hawkins, Mayor Pro Tem Gene E. Sanders presided. Motion made by Councilman Wasek, seconded by Councilman Ellis that minutes of the regular meeting held on June 8, 1967 be approved with corrections. Motion carried. A motion was made by Councilman Ellis,, seconded by Councilman Wasek that minutes of the special meeting held on June 13, 1967 be approved with corrections. Motion carried. - A motion was made by Councilman Ellis, seconded by Councilman Courtright that the following invoices and payroll checks be approved per check list dated June 22, 1967. Motion carried. Public Works Director instructed to work with -the drainage district on opening up Cherry Street on through Mimosa Acres and Willow crest subdivisions. Due to the drainage district's request all minor complaints for utilization of drainage district equipment and personnel should be handled between the public works director and the superintendent - of the drainage district. Major problems are to be handled by'_ letter to the drainage- district after prior council .authorization. Secretary instructed to purchase street si herr- .tr,tiG-% that was formerly Broadway, also signs for a a n Zmo a Acres Subdivision. 1— A motion was made by Councilman Courtright, seconded by Councilman Watson that the supplement check list dated June 22, 19.67 be approved. Motion Carried. A motion was made by Councilman Ellis, seconded by Councilman Wasek that money for the building permit taken out by R. L. Kruse for the Pearland Mobile Home Park in the amount of $360.00 be refunded in full for the reason such a permit is not required under the building code at-Lthis time. Motion carried. A motion was made by Councilman Courtright, seconded by Councilman Watson that a letter be sent to Commissioner Jordan respectfull-Y requesting the oiling of certain streets on a priority bases; also the shell streets in other areas of the city. Motion carried. Councilman Courtright requested that fire plug in front of the shopping center on East Broadway should have a ga:ar�d of some kind placed around it. Public Works Director instructed to have this done. Following due discussion secretary instructed to advise the building code committee to review the charges for water and sewer taps and to report their recommendations to the council. i Mayor Pro Tem Sanders read a letter from the Department of Housing and Urban Development stating that our application for 50% grant for certain water and sewer system improvements had been denied. Councilman Courtright stated he had placed a call to the Fort Worth office of HUD but could not talk to the proper official because he was out of town. His office will ask him to call him Monday at which time he would try to get several questions answered concerning our needs. A motion was made by Councilman Courtright, seconded by Councilman Wasek that action as proposed in the minutes of June 8, 1967 relative to advertising for bids for water well to serve sewage treatment plant No. 2 be abandoned and that the engineer be authorized to enter into a Change Order No. 2'with George C. Cox on Contract "B" in the amount of $2,677.05 to provide a suitable water well and request that such change order be passed and declared an emergency. Motion darried. A motion was made by Councilman Wasek, seconded by Councilman Watson that city engineer be authorized to apply for a 33% grant through the office of HEW for sewage mains for the extension of Walnut Street, Shadycrest Subdivision, Creekview Subdivision and Regal Oaks sub- division. Motion carried. 13 A motion was made by Councilman Wasek,&c onded y ouncilman Courtright that council author' ci ,ngineer to make a trip to Austin to see Mr. Riddle o June 29, 1967 and to Dallas to see Mr. Smouse on Friday June 30, 1967 on behalf of the City4`s request for federal grants. City to pay his expenses. Motion carried. Secretary instructed to let council know when a meeting could be set up with Mr. Marquess, auditor and appraiser for the city. Mr. Wayne Holder, attorney for B. M. Jamison next appeared before the council. Mayor Pro Tem Sanders declared a recess at 9:38 P. M. in order to have a conference with city attorney. Meeting reconvened at 9:46 P. M. A motion was made by Councilman Watson, seconded by Councilman Courtright that mayor shall under Article 975, Vernon Annotated Civil Statutes call for an election for deannexation as petitioned to the City of Pearland by a list of qualified voters whose signatures are affixed to said petition, after determining the validity of said qualified voters whose names appear on said petition as submitted to council on June 13, 1967 and dated May 9, 1967. Voting "aye" - Councilman Watson, Councilman Courtright and Councilman Sanders. Voting "no" - Councilman Ellis and Councilman Wasek. "Ayes"being in majority motion carried. City engineer instructed to- look at plans and details of Sherwood Subdivision. Section Two and bring them back to council with recommendations or approval by the next regular council meeting. Secretary instructed to write a letter to the drainage district to ask that the junction box at East Walnut Street and East Broadway be installed per request of City of Pearland. Matlock be elected Chaplain for the City Council if he will accept; to open all meeting with prayer, or any other religous matters that may require his assistance. Motion carried. A motion was made by Councilman Courtright, seconded by Councilman Watson that meeting adjourn. Motion carried. Meeting adjourned at 10:17 P. M. M. IN THE,CITY HALL - An executive session of the Pearland City Council was called to order by mayor Pro Tem Gene Sanders with the following present: Mayor Pro Tem Gene Sanders Councilmen Ellis, Wasek, Courtright, Watson Director of Public Works Escue_V. Harris Absent Mayor -Lloyd C. Hawkins The purpose of the meeting was to discuss personnel problems. Secretary instructed to prepare a list of employees in the office stating duties of each along with their educational background, qualifications. Meeting adjourned 11:00 P. M.
