MINUTES OF A REGULAR MEETING OF THE CITY OF PEARLAND, TEXAS, CITY
COUNCIL HELD ON FEBRUARY 9, 1967, AT 7:30 P. M. IN THE CITY HALL
A regular meeting of the Pearland City Council was called to orde�rbT-

The meeting opened with a prayer by Rev. Kelly, pastor of the Presbyterian
Church.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that minutes of a special meeting held on January 16, 1967; be approved.
WHEREUPON, the question was asked and the motion carried, with Councilmen
Nolen, Cogbill, Wasek and Calvin voting "aye" with no"noes." Councilman
Ellis abstained.
A motion was made by Councilman Calvin, seconded by Councilman Nolen
that -the minutes of the regular meeting held on January 26, 1967x, be
approved. WHEREUPON, the question was asked and the motion carried,
all Councilmen voted "aye" with no `noes."
A motion was made by Councilman Nolen, seconded by Councilman Ellis
that the minutes of a special meeting held on January 30, 1967, be
approved with corrections. WHEREUPON, the question was asked and
the motion carried, all Councilmen present voted "aye" with no "noes."
A motion was made by Councilman Cogbill, seconded by Councilman Calvin

approved. WHEREUPON, the ques9tion was asked and the motion carried,
all Councilmen voted "aye" with no "noes."
A motion was made by Councilman Calvin, seconded by Councilman Cogbill
that the invoices and checks be approved with the exception of
Construction Fund checks Nos. 152 and 153. WHEREUPON, the question
was asked and the motion carried, all Councilmen voted "aye" with no

Council instructed Public Work's Director to secure bids on a six months
supply of chlorene.
Councilman Cogbill stated that Attorney Galli had advised him the Griffin
Brother's books would be ready for the auditor by Tuesday, February 7,
1967..
Councilman Cogbill reported that the Drainage District had been requested.
to do Some work at the garbage dump.
Councilman Cogbill reported that the Houston Lighting and Power Company -
had returned the plat -showing their recommendations for,street,lights
for Longwood Subdivision. "
Council instructed to forward the Houston Lighting and Power Company
a plat of the Sleepy Hollow Subdivision for their recommendation for
street lights.
A motion was made by Councilman Calvin, seconded by Councilman Wasek
that Grand Boulevard be made one way on the west side going south
from F. M. 518 to Walnut Street and on-- the east side going north from

Walnut to F. M. 518. WHEREUPON, the question was asked and the motion
carried, all Councilmen present voted_"aye" with no "noes." Councilman
_Ellis not present at this time.

A motion was made by Councilman Calvin, seconded by Councilman Nolen
that concrete the be placed in the open ditches on both sides of
Pear Street from Grand Boulevard west to Highway 35. WHEREUPON, the
question was asked and the motion carried, all Councilmen voted "aye"
with no "noes."
A motion wRs made by Councilman Calvin, seconded by Councilman Nolen
that the City sign thehagreement authorizing County Commissioner
Jordan, Precinct No. 3 to work -,on roads and streets within the city
limits of Pearland in the amount of $8,000.00. This $8,000.00 is
amount allocated by the County for Pearland for fiscal year 1967.
WHEREUPON, the question was asked and the motion carried, all Councilmen
voted "aye" .with no "noes."
A motion was made by Councilman, Calvin, seconded by Councilman Ellis
that bid and specification sheets be p d for a tractor, rotary
mower, sickle mower, a self-propelled with vibrator attachment��,
and pnrtable 110 gallon tar pot and if money is available for part or all
of this equipment, that the. City advertise for bids. WHEREUPON, the
question was asked and the motion carried, all Councilmen present
voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Calvin
that Mayor Hawkins be authorized to sign the agreement with the A. T.
& S. F. Railway Company on the Industrial Road crossing. WHEREUPON,
the question was asked and the motion carrie 1, ,a .l C esent

A motion was made by Councilman -Nolen; seco'nded by Councilman Calvin
that a Resoluti-on be adopted commending Representative Clark W: Thdmpson
for his long and faithful service to the citizens of the 9th Congressional
District of Texas as well as all citizens of the United States. WHEREUPON,
the question was asked and'the motion carried, all Councilmen voted

A motion was made by Councilman Wase:k, seconded by Councilman Calvin
that the City Secretary request the Drainage D' to C at the
ditch on the south side of F. M. 518 from thecres Z�
Subdivision east to Mary's Creek. WHEREUPON, the question was asked--- 7
and the motion carried, all Councilmen voted "aye'O with no "noes."
A motion was made, -by Councilman Ellis, seconded by Councilman Nolen
that the Lesikar Insurance Agency be authorized to write physical
damage policy covering fire, theft etc on the city's maintainer., Lesikar
submitted the lowest price for the -coverage required. WHEREUPON, the
question was asked and the motion carried, all Councilmen. -present

A motioa was made by Sot.ncilman Nolen, seconded by Councilman Calvin
that . t1io -.City of Pearland - execute our working-agr.,eement' with the City of
Friendswood as pertains to that portion of Longwood -Subdivision located
in Galveston County. This subject to developers meeting all requirements
.and that all paper work is in order. WHEREUPON, the question was
asked and the motion carried, all Councilmen voted "aye" with no

Councilman Ellis requested City Secretary to furnish the Council with
a list of persons who have city water and sewer service available but
have not as yet been connected.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that Mrs. Josie Heflin be appointed as the Election Judge for the City

election to be held on April 4, 1967, at the City Hall for the election
of three Councilmen. Election Judge may appoint up to 4 assistants.
WHEREUPON, the question was asked and the motion carried, all Councilmen
present voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Ellis
that Engineer's Estimate No. B7 -George C. Cox, Inc., for work completed
through January 31, 1967, be approved in the amount of $32,385.00 and
that Check No. 153 be signed to cover. WHEREUPON, the question
was asked and the motion carried, all Councilmen voted "aye" with
no "noes':
A motion was made by Councilman Ellis, seconded by Councilman Calvin that
Check No. 152, payable to William C. Walsh be held until a meeting
could be arranged to discuss the problem of an inspector for construction
projects. WHEREUPON, the question was asked and the motion carried,
all Councilmen voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that the Engineer be instructed to proceed with plans to advertise
for bids on the sewage lit station on Highway 35 and Walnut Street
adjacent to the Railroad. WHEREUPON, the question was asked and the
motion carried, all Councilmen voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Calvin
that Mayor Hawkins proclaim Thursday February 16, 1967, as Johnny
Villauneva Day for the honor he brought to Pearland in winning the
Golden Gloves Tournament in Houston for his class. WHEREUPON, the
question was asked and the motion carried, all Councilmen voted "aye"
with no "noes."
A motion was made '9Y Councilman Calvin, seconded by Councilman Ellis
that the Secretary prepare a form to be filled out when receiving
a drainage problem request and pass a copy to public works director i
fcr his ,,(,^ommendations. WHEREUPON, the question was asked and the
motioA voted "aye" with no "noes."
Mr. S. 1. Barfield asked the council to instruct the tax assessor to. ie -y
defer or postpone taxing hi s p roperty on Dixie Road until such time
it is determined 'now much of, or if any of said land is within the
city limits fall with his taxing authority. Councilman Nolen asked
the city secretary what is the amount of taxes on this property. Mr
Barfield stated "I dontt know the amount it is not the amount that )ns,
concernes me but the princ4e involved".
A motion was made by Councilman Nolen, seconded by Councilman hills tnat
the meeting adjourn. WHEREUPON, the question was asked and the
motion carried, all Councilmen voted "aye" with no "noes."
