1994-04-11 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTES30 MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON APRIL 11, 1994, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The hearing was called to order with the following present: Mayor C. V. Miller Councilmember Benny Frank Councilmember Randy Weber Councilmember David Smith Planning & Zoning Chairman Richard Tetens Planning & Zoning Vice Chairman Emil Beltz Commissioner Jack Womack Commissioner Barbara Lenamon Commissioner Pat Lopez Commissioner Rob Larsen City Manager Paul Grohman City Attorney Dick Gregg, III City Secretary Pat Jones Absent from the meeting:.Commissioner Helen Beckman Others in attendance: Division Director Richard Burdine and City Engineer John Hargrove. NUMBER OF SIGNATURES ON ATTENDANCE ROSTER: 12 PURPOSE OF THE HEARING: SPECIFIC USE NO. 31, REQUEST OF LARRY AND LYNN HOWARD, AGENTS FOR MARCELLA ESTRELLA, OWNER, FOR A SPECIFIC USE PERMIT IN A GENERAL BUSINESS DISTRICT (GB) AND A SINGLE FAMILY DWELLING DISTRICT (R-1) (LOCATED PRIMARILY IN R-1) TO ALLOW AN EQUESTRIAN CENTER (HORSE STABLES) AND OWNER'S HOME ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: Acres #'s 31-22, 31-24, 31-25, 31-26, 31-27, 31-28, 31- 29, 34, 35, 36, 37, 38, 39 OF THE NARREGANG SUBDIVISION (1920 E. BROADWAY) Planning and Zoning Chairman Richard Tetens introduced his fellow commissioners. SPEAKING FOR THE PROPOSED REQUEST: 1. Lynn Howard, 209 Brigadoon, Friendswood. Ms. Howard spoke about the benefits of the proposed center to the Pearle_nd area and discussed her qualifications. The site will be a first class boarding and training facility, Ms. Howard stated. 2. Larry Howard, 209 Brigadoon, Friendswood. Mr. Howard introduced conceptual drawings and discussed the layout of the site. He related the distance the facility will be from adjacent areas such as the Oakbrook Subdivision and the proposed church site. The amenities to be offered at the center were discussed at length by Mr. Howard. 3. Dr. Henry Abel, Friendswood. Mr. Abel stated he was a veterinarian, practicing in Friendswood. Mr. Abel echoed the remarks of the Howards, stating the facility will be well -ran. 4. Pat Meyer, Friendswood. Ms. Meyer stated her daughter takes riding lessons from Ms. Howard and praised her capabilities. 5. Don Saffo, address unknown. Mr. Saffo spoke in favor of the center, stating his daughter also takes lessons from Ms. Howard. SPEAKING AGAINST THE PROPOSED REQUEST: 1. Ken Gurley, Pearland Tabernacle. Mr. Gurley stated most of the concerns raised by the members of the church to be built nearby had been answered. The remaining question, Mr. Gurley stated, was how would the center be operated should new owners take over in the future. QUESTION AND ANSWER PERIOD: Division Director Richard Burdine read from Ordinance No. 509, the Land Use and Urban Development Ordinance, regarding specific use permits and developmental standards, in answer Mr. Gurley's question. Discussion centered around financing of the facility. Planning and Zoning Chairman Tetens announced the Commission would convene in the second floor conference room after the hearing to consider this item. ADJOURNMENT The hearing adjourned at 7:33 P. M.
