MINUTES OF A REGULAR MEETING OF THE CITY OF PEARL

CSL HELD ON JANUARY 12, 1967, AT 7:30 P. M. IN THE CITY HALL
A regular meeting of the Pdarland City Council was called to order by

The meeting was opened with a prayer by Durward Crowder, Minister of the
First Methodist Church of Pearland.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that the minutes of a special meeting held on December 19, 1966, be
approved with corrections. WHEREUPON, the question was asked and the
motion carried, all Councilmen present voted "aye" with 216 "noes."
A motion was made by Councilman Ellis, seconded by Councilman Nolen
that the minutes of a regular meeting held on December 22, 1966, be
approved. WHEREUPON, the question was asked and the motion carried,
all Councilmen present voted "aye" with no "noes." 7
A motion was made by Councilman Wasek, seconded by Councilman Nolen
that the minutes of a special meeting held on January 5, 1967, be
approved. WHEREUPON, the question was asked and the motion carried,
all Councilmen present voted "aye" with no "noes."
Council instructed City Secretary to write a letter to Mr. Don Crawford,
President of the Sherwood Civic Club, stating the cost of lights in
Sherwood Subdivision as outlined in the minutes of a special meeting
of January 5, 1967. _
Council instructed City Secretary to write a letter to the Houston
Lighting & Power Company requesting their engineer to study a plat of
Longwood Subdivision and make recommendations for street lighting'.
A motion was made by Councilman Nolen, seconded by Councilman Wasek that
the payroll checks and invoices as per check list dated January 22,
1967, be approved with the exception of Checks No. 148, 119 and 150 issued
on the Construction Fund. WHEREUPON, the question was asked and the
motion carried, all Councilmen present voted "aye" with no "noes." -
A motion was made by Councilman Nolen, seconded by Councilman W`'sek
that the Secretary advertise for 100 or more water meters to be purchased.

Council instructed City Secretary to check with Public Works Director
to aseertairi.the names of persons living in Westminister and Old Townsite
who have not as yet tied onto the City sewage lines.
A motion was made by Councilman Nolen, seconded by Councilman Ellis
that khFire Department telephone be installed at City Hall. 'WHEREUPON,
the question was asked and the motion carried, all Councilmen present
voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Cogbill

that fire extinguisher be purchased for the City Hall as per recommendations
of the Fire Marshal and Fire Chief and that prices be ascertained for
fire extinguishers for the engine rooms. WHEREUPON, the question was
asked and the motion carried, all Councilmen present voted "aye" with
o "noes."
A motion was made by Councilman Cogbill, seconded by -Councilman Wasek
that the following street lights be installed in Willowcrest Subdivision.
Broadway and -Willow on existing wooden poles.
Orange Street and Willow on existing wooden poles.
Plum and Willow on an ornamental pole.
Developer to'deposit with the City the sum of $78.00 as
follows:
Light rental f Qr 3 lights for one year $54.00
2 years rental ornamental polevat $12.00 per year 424.06
WHEREUPON, the question was asked and the motion carried,. all Councilmen
present voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that City Attorney Galli be instructed to write a letter to the Griffin
Brothers informing them that the City is now ready to audit their
records. WHEREUPON, the question was asked and the motion carried, all
Councilmen present voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Wasek that
Ordinance No. 130 - AN ORDINANCE DETERMINING AND DECLARING A SCHEDULE
OF MINIMUM FINES IN THE CITY OF PEARLAND AS AUTHORIZED UNDER ARTICLE
6701d, VERNON'S TEXAS CIVIL STATUTES; PROVIDING THE PENALTY AND FINE;
AND DECLARING AN EMERGENCY -
Speeding: $15. first 10 miles over stated limits
3. per mile thereafter.
Red Light $15.00 - Stop Sign $ 15.00
Passing Violation $15.00 - Muffler Violation $10.00
Negligent Collision $25.00 - Defective Lights (tail) $10.00
No Driver's License $25.00 - No Head Lights $25.00
Failure to appear on or before set date will result in
a $7.50 fine.
Warrant Fee $7.50

Mayor Hawkins appointed the following committee to study an ordinance
outlining the orderly transaction of City business: Victor A. Nolen,
E. A. Wasek and City Attorney Galli.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that Engineer's Estimate No. "A3" - 5, Work Completed thru December
31, 1966 in the amount of $1,611.60, Engineer's Estimate No. "B" - 6
Work Completed thru December 31, 1966 in the amount of $ 24,966.84
Ge6rge C. Cox Construction Company and the sum of $1,193.74 to Walsh
and McLaren for engineering fees on the above contracts be approved for
payment and that Checks Nos. 148, 149 and 150 be signed and released.
WHEREUPON, the question was asked and the motion carried, all Council-
men voted "aye" with no "noes."
Mr. A. F. French, owner of Tracts 39, 40 and 41 in the D. M. H. Hunter
Survey requested information about grading a road to his prop,ert.y-. Magor
Hawkins turned this request over to.Councilman Calvin for checking and
recommendations of the Street and Bridge Committee.

A motion was made by Councilman Nolen, seconded by Councilman Wasek
that the meeting adjourn. WHEREUPON, the question was asked and
the motion carried, all Councilmen present voted "aye" with no "noes."
