1966-11-02 CITY COUNCIL SPECIAL MEETING MINUTES114 MINUTES OF A SPECIAL MEETING OF THE CITY OF PEARLAND, TEXAS, CITY COUNCIL HELD ON NOVEMBER 2, 1966, AT 7:30 P. M. IN THE CITY HALL A special meeting of the Pearland City Council was called to order by Mayor Hawkins with the following present: Mayor Lloyd C. Hawkins Councilman Basil L. Cogbill Councilman Joe Dan Calvin Councilman Aubrey Ellis Councilman Victor A. Nolen Absent: Councilman E. A. Wasek Visitors: Frances Jamison and B. M. Jamison. Mayor Hawkins stated that the purpose of the meeting was to discuss the problems of the Judicial Department of the City. Judge Segelquist.pointed out several problems of the Court. (1) Collection of fines by the dispatcher in the day time is considered a satisfactory arrangement. Collection by dispatcher after dark is considered unsafe working conditions since the dispatcher is alone *much of the time. (2) The need for the officer to be present when cases are tried was discussed and agreed upon by the Judge and Councilmen. (3) Discussion was held on scheduling of Court for specific time and perhaps a night Court. The Judge will submit a suggested schedule to the Council. (4) Councilman Calvin suggested the City assemble a venire lis from which to select Corporation Court juries. (5) Attorney to represent the City on jury cases was discussed by the Judge. The p roblem will have to be resolved with the City Attorney. The Judge was instructed to meet with Mr. Harrison and Mr..Kenyon to determine what the City should do in this regard. (6) Changing the fee for various offences that appear on our tickets was reviewed. The Judge was requested to submit recommendations for changes.to the Council within two weeks. A motion was made by Councilman Ellis, seconded by Councilman Calvin that the meeting adjourn. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Meeting adjourned at 9:15 P. M.
