1966-09-22 CITY COUNCIL REGULAR MEETING MINUTESMINUTES OF A REGULAR MEETING OF THE CITY OF PEARLAND, TEXAS CITY COUNCIL, HELD ON SEPTEMBER 22, 1966, AT 7:30 P. M. IN CITY HALL A regular meeting of the Pearland City Council was called to order by Mayor Hawkins with the following present: Mayor Lloyd C. Hawkins Councilman Basil L. Cogbill Councilman E. A. Wasek j Councilman Joe Dan Calvin Councilman Victor A. Nolen Councilman Aubrey Ellis City Secretary W. A. McClellan City En ineer Jim Bell - Walsh & McLaren City At orney Jack Harrison Visitors: Marie Moore -The Progress, B. M. Jamison, Frances Jamison, L. E. Dittmann, Mrs. L. E. Dittmann, Carlton McComb, Van Boone, Bull Frascino, Donald E. Halik, Mrs. C. W. Massey, Jr., James Matlock, Frank F. Baldwin, John Garner and Frank Barringer. The meeting opened with a prayer by Chaplain Matlock of the Pearland Volunteer Fire Department. For the first order of business a motion was made by Councilman Cogbill, "seconded by Councilman Nolen that the minutes of a special meeting held on September 6, 1966, be approved. WHEREUPON, the question was asked and the motion tarried, all Councilmen present voted "aye" with no A motion was made by Councilman Nolen, seconded by Councilman Wasek "noes." that the minutes of a regular meeting held on September 8, 1966, be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Cogbill that the minutes of a -special executive council meeting, following the regular council meeting on August 25, 1966, be approved. WHEREUPON, i the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Calvin, seconded by Councilman Wasek that the payroll and invoice check list dated'September 22, 1966, be approved for payment. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Wasek that Checks No. 1698 and 1697, withheld from the previous check list be approved for payment. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Cogbill, seconded by Councilman Nolen that the City Secretary be instructed to contact the insurance agent and ascertain the amount the City could save on insurance premiums by installing proper type fire extinguishers in the City Hall. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Calvin, seconded by Councilman Nolen that the City advertise for bids on furnishing 2,000 yards of Class C Shell, BPazoria County specifications, with 1,000 yards to be r-- delivered immediately and 1,000 yards to be delivered over a six month period. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Calvin, seconded by Councilman Nolen that the Secretary be instructed to write a letter to the State Highway Department requesting a survey of Highway 35 from the Clear Creek bridge to O'?ange Street with a view of reducing the speed limit to 45 miles per hour. Also, outline the fact that several accidents have occurred recently and with new industries moving into this area the hazards will become gradually worse. WHEREUPON, the question was X00 asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Calvin that the City approve the preliminary agreement with the A. T. & S. F. Railway Company for the crossing at mile post 8 + 3740 at the Industrial Road crossing site. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Cogbill that the Secretary be instructed to issue a permit to the Pearland Lion's Club giving them permission to hold their annual Turkey Shoot within the city limits on November 5 and 6, 1966. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Ellis that the City Secretary be instructed to write a letter to the residents of Westminister Subdivision granting a sixty days extension of time for tying onto the sewer lines. Also, send letter to the residents of the old townsite requesting them to tie onto the city sewerage lines. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Councilman Calvin absent at this time. Councilman Nolen read the Friendswood-Pearland Agreement in full for Council approval. A motion was made by Councilman Nolen, seconded by Councilman Wasek that the Pearland-Friendswood Agreement be approved, subject to the two words that have been added to Part 1 on Page 5, "each and owner' be removed, also, on Page 5, Paragraph X the following paragraph be added. "Nothing herein shall be construed or intended to prohibit or in any manner obstruct the City of Pearland from disannexing that portion of W. C. and I. D. No. 21 of Galveston County that lies within the known or future city limit- of the City of Pearland by suit, compromise or otherwise." WHEREUPON, the question was asked _ and the motion carried, with Councilmen Nolen, Cogbill and Wasek voting "age" and Councilman Ellis voting "no." Councilman Calvin absent at this time. A motion was made by Councilman Nolen, seconded by Councilman Wasek that Ordinance No. 128, AN ORDINANCE FIXING THE TIME AND MANNER OF PAYING THE AD VALOREM TAXES LEVIED FOR THE USE AND BENEFIT OF THE GOVERNMENT OF THE CITY OF PEARLAND, TEXAS, be adopted. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Councilman Calvin absent at this time. A motion was made by Councilman Nolen, seconded by Councilman Cogbill that the City of Pearland join the Houston -Galveston Area Council of the Regional Planning Commission and to pay the annual dues of $50.00 to the Treasurer of the organization. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Councilman Calvin absent at this time. A motion was made by Councilman Nolen, seconded by Councilman Wasek that the meeting adjourn.
