MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY
OF PEARLAND, TEXAS, HELD ON SEPTEMBER 6, 1966, AT 7:30 P. M.
A special meeting of the City Council was called to order by Mayor
Hawkins in the City Hall with the following present:

Visitors: Dan Powell, Frank Barringer and Fernando H. Williams.
Mayor Hawkins stated that the purpose of the meeting was to meet and
discuss the development of approximately 135 acres of, the west side
of Pearland by Mr. Frank Barringer and any other business that would
require action by the Council
A brief discussion followed led by Mr. Williams who is a land purchaser.
Land useage plats were left with the City for study. Mr. Barringer
will be advised in writing by the City Secretary.when a second
meeting is in order. 11
The next order of business was the reading of Ordinance No. 127
AN ORDINANCE APPOINTING A BOARD OF EQUALIZATION FOR THE YEAR 1966;
PRESCRIBING SAID BOARD'S DUTIES, COMPENSATION AND_OATH; FIXING THE
TIME FOR THE FIRST MEETING;..PROVIDING THAT THE ORDINANCE..SHALL TAKE
EFFECT FROM AND AFTER ITS ADOPTION: AND.CONTAINING-OTHER PROVISIONS.
RELATING TO THE SUBJECT.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that Ordinance No. 127 be adopted. WHEREUPON, the question was asked
and the motion carried, all Councilmen present voted "aye" with 17
no `fnoes."
The next order of business was the reading of Ordinance No. 116:_C
AN ORDINANCE AMENDING THE PEARLAND BUILDING CODE, ORDINANCE NO..116,
HERETOFORE PASSED BY THE CITY OF PEARLAND, BRAZORIA COUNTY, TEXAS
ON MARCH 24, 1966, SUCH AMENDMENT PROVIDING THAT THE CITY OF.PEARLAND
CAN REFUSE WATER AND SEWER SERVICE TO ANY STRUCTURE BUILT, ALTERED,
OR REPAIRED IN VIOLATION OF THE PROVISIONS OF THE PEARLAND BUILDING
CODE AND DECLARING AN EMERGENCY.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that Ordinance No. 116C be adopted. WHEREUPON, the question was asked
and the motion carried, all Councilmen present voted 'aye" with no
"noes.ft
A motion was made by Councilman Nolen, seconded by Councilman Ellis that
the sewer lines in Linwood Section 2 be approved under the following
conditions:
(1) The developer will pay, for the cost of any additional
manholes and drops on the manholes required to serve
the subdivision.
(2) On manholes -designed for the main trunk sewer
line to be installed by the City, they will be spaced
where it is possible to serve the subdivision, providing
moving the manholes complies with good engineering
practices.

(3) Drops will placed on City_-kanholesat City's expense
as per letter of instruction -t-o Mr. U-ttle regarding
the subdivision.
(4) All connection piping and installation to extended
lines from the subdivision to'th6 manholes will be born
by subd:JV ..der.
(5) Mr. Little will file sewer piping plans for Section 3

Linwood immediately so that manholes for City trunk
lines can be properly spaced to serve the proposed
development.
(6) Money to cover developers part of manholes and drops
to be placed in escrow with,City Secretary prior to
construction of city trunk and acceptance of subdivision
piping by City.
WHEREUPON, the question was asked and the motion carried, all Councilmen
present voted "aye" with no "noes."
A motion was made by Councilman Cogbill, seconded by Councilman Ellis
that the Maintenance Superintendent be authorized to prepare a platform
scale to weigh chlorine for pressure. WHEREUPON, the question was
asked and the motion carried, all Councilmen voted "aye" with no
"noes."
A motion was made by :Councilman Ellis, seconded by Nolen that the
meeting adjourn. WHEREUPON, the question was asked and the motion
carried, all Councilmen present voted "aye" with no "noes."
