R2007-071 2007-05-14 RESOLUTION NO. R2007-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING CONTINUED PARTICIPATION IN THE VICTIMS ASSISTANCE GRANT THROUGH THE OFFICE OF THE ATTORNEY GENERAL. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: WHEREAS, the City Council of the City of Pearland (hereinafter "City") finds it in the best interest of the citizens of Pearland to continue its participation in the Victims Assistance Grant Program during Fiscal Year 2007-2008; and WHEREAS, the City agrees that the entity will not use the existence of an Office of the Attorney General grant award to offset or decrease total salaries, expenses, and allowances that the applicant receives from the governing body at or after the time the grant is awarded; and WHEREAS, the City agrees that in the event of loss or misuse of the Office of the Attorney General funds, the City assures that the funds will be returned to the Office of the Attorney General in full; and WHEREAS, the City designates the City Manager or his designee as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. Description of the Organization:; Provide a description of the•,development of the organization that includes (a),the purpose for which it was created and(b)how it has evolved to its,current structure City of Pearland was founded in 1894 and became a municipality in 1959. In 1970 the city began its own Police Department. The City has grown fromn 47,500 in 2003 to an estimated 80,503 in 2007 with a projected annual population growth of 105,693 by the year 2010. Per our Community Development Department, based on Current trends, expected residential growth for the next five years for single family permits will likly continue at an average rate of 1,708 yearly. To address this growth,the Pearland Police Department has grown to its current 92 patrolling law enforcement officers. The Pearland Police Department currently employs 129 men and women. Services Offered: The Pearland Police Department provides many services in addition to street patrols including: (1)Zero tolerance programs on campuses in partnership with Pearland Independent School district(PISD), successful programs include a curfew law, a youth crime stoppers program and the School Resource Officer(SRO)program. Citizens are trained in a 46 hour program to be the"eyes and ears"of the police department. Academy graduates frequently call in tips on suspicious activities. In addition, they report retailers who break the law by selling tobacco products and alcoholic beverages to minors. Several graduates of the academy serve as Park Ambassadors. They spend approximately 6 to 8 hours weekly filing, sending initial and followup letters to crime victims. Also, there are two Police Chaplains who volunteer on an as needed basis. As the police departments caseload continues to increase, the volunteers inniate extra effort to contact victims upon receipt of a case.
