PEARLAND, TEXAS, HELD ON MARCH 28, 1994, AT 6:00 P. M. IN THE
COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The hearing was called to order with the following present:
Mayor C. V. Coppinger
Councilmember D. A. Miller
Councilmember Benny Frank
Councilmember Randy Weber
Councilmember David Smith
City Secretary Pat Jones
Others in attendance: Division Director Richard Burdine and City
Engineer John Hargrove.
Absent from hearing: Councilmember Joy Colson and City Manager
Grohman.
PURPOSE OF THE HEARING: AMENDMENT OF IMPACT FEES
THE PURPOSE OF THIS HEARING IS TO CONSIDER THE AMENDMENT OF LAND
USE ASSUMPTIONS AND A CAPITAL IMPROVEMENTS PLAN AND THE IMPOSITION
OF AN IMPACT FEE IN THE SERVICE AREA ENCOMPASSED BY THE CITY
LIMITS.

STAFF REVIEW OF PROPOSED IMPACT FEES
Division Director Richard Burdine gave a review of the process
necessary for a City to levy impact fees. A total fee of
_ $1,197.00 is proposed which is a net increase of $647.00 over the
current charge.
The method used to determine this amount was discussed as well as
projected growth.
Consideration was given to leaving the water and sewer tap fees as
is if this would allow greater flexibility in expending the funds.
A legal opinion will be obtained regarding this idea.
The time and method of collecting the impact fees were discussed.
City Engineer John Hargrove and Ron Bavarian of Walsh Engineering
offered comments regarding allocation of fees to different funds,
stressing the importance of the project list.
PERSONS WISHING TO GIVE INPUT
1. John Knox, Executive Director of TriTech Regional Council.
Mr. Knox referred to a letter of January 8, 1993, written by
the Gustafson Group and suggested Council review its contents.
