1966-04-14 CITY COUNCIL REGULAR MEETING MINUTES
MINUTES OF REGULAI MEETING OF THE CITY COUNCIL OF TB; CITY OF PEARLAND, TEXAS, HELD ON APRIL 14, 1966 IN THE CITY HALL A regular meeting of the Pearland City Council was called to order by Mayor Hawkins at 7:30 P. M. with the following present: Mayor Lloyd C. Hawkins Councilman Victor A. Nolen Councilman Joe Dan Calvin Councilman Basil L. Cogbill Councilman Aubrey G. Ellis Councilman E. A. Courtright of the Sherwood Subdivision wanted to discuss a problem with the City concerning the Electrical Ordinance. Following a discussion, Councilman Calvin made a motion, seconded by Councilman Nolen that the Council back up the Electrical Board in their decision to require Mr. Courtright to secure a permit for the installation of rotating antenna for his ham radio station. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no noes., A motion was made by Councilman Nolen, seconded by Councilman Cogbill that the minutes of the regular meeting held on March 24, 1966 be approved. WHEREUPON, the question was asked and the motion carried, Councilmen Nolen, Cogbill, Ellis and Calvin voting "aye" with no "noes.'--' Councilman Wasek abstained. A motion was made by Councilman Cogbill, seconded by Councilman Nolen that the minutes of a special meeting held on April 7, 1966 be approved WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Calvin that the minutes of a special meeting held on April 11, 1966 be approved. WHEREUPON, the question was asked and the motion carded, all Council- men voted "aye" with no "noes." WHEREUPON, the question was asked and the motion carried, CouncilmenCaloin, Nolen, Cogbill and Ellis voting "aye" with no "noes." Councilman Wasek abstained. A motion was made by Councilman Nolen, seconded by Councilman Calvin that Enineer's Final Estimate for the Kay Service Company in the amount of $24,5933.98,less $3,000.00 to be held until all clean-up work has been completed, be approved for payment and that Construction Fund Check No. 106 be issued this date in the amount of $21,533.98. WHEREUPON, the question was asked and the motion carried with Councilmen Nolen, Calvin, Cogbill and Ellis voting "aye" with no "noes." Councilman Wasek abstained. 49,- A motion was made by Councilman Nolen, seconded by Councilman Calvin that plans and specifications for Sewage Treatment Plant No. 2 WPC TEX 352 and trunk lines be advertised for bids on April 21, April 29 and May 5, 1966 with appropriate notices sent to the A. G. C. and other organizations Bid date opening to be on May 14, 1966 at 10:00 A. M. at the City Hall, Pearland, Texas. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with "noes." A motion was made by Councilman Nolen, seconded by Councilman Ellis that the tabled motion on bids for the Regency Park sewage project be taken from the table and rejected, and that Engineer Walsh be instructed to prepare plans and specifications for this project and advertise for bids. WHEREUPON; the question was asked and the motion carried, all Council- men voted "aye's with no "noes." , Bids on a new police car were opened and tabulated as follows: Palm Center Dodge Company ..............$ 1,773.56 Alvin Equipment Company 2,194,48 Bud.Brown Ford, Ltd. ................... 2,055.53 Kliesing Motor Company 2,022.60 A motion was made by Councilman Nolen, seconded by Councilman Cpgbiil that the low bid of the Palm Center Dodge Company be accept-6'd-'o-r,a new police car in the amount of $1,773,56, and that the City Secretary be instructed to issue a written purchase order for the c€�raon,rriday, April 15, 1966. WHEREUPON, the question was asked and t s:moti©n carried, all Councilmen voted "aye's with no "noes." A motion was made by Councilman Wasek, seconded by Councilman rao-len-'thAt an airconditioning unit be purchased for the new police patrol. bar. WHEREUPON, the question was asked and the motion failed, with Councilmen Nolen and Wasek voting "aye" with Councilmen Ellis, Cogbill and Calvi voting "no." Kenneth Segelquist, Court Clerk and Warrant Officer for the Corporation Court appeared before the Council and wanted to present a prospective applicant for Warrant Officer, however, due to prior engagement had to leave before he could be given time to submit the applicants name. Council instructed Mr. Segelquist to make arrangements to be on the agenda again for an appearance before the Council. Councilman Nolen reporting for the Drainage Committee instructed the City Secretary to write a letter to the Drainage District requesting that the following be included in their clean out program: 1. The drainage ditches along Highway 35 be cleaned out and the culverts lowered. 2. The ditches on Shadycrest Drive from 16518 north and 16500 block front side needs to be cleaned out. 3. The ditches on Shadycrest Drive from the intersection of Mary's Creek Drive west, south to the city limits. 4. Mary's Creek Drive west from end to end. A motion was made by Councilman Nolen, seconded by Councilman Cogbill that Mayor Lloouc� eHawkins, Councilmen E. A. Wasek and Aubrey G. Ellis be authorized fo s gn checks on,behalf of the City of Pearland. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye'O with no "noes," A motion was made by Councilman Nolen, seconded by Councilman Ellis that the Pearland-Friendswood Junior Chamber of Commerce be authorized to use the council chambers of the City Hall for their regular meetings on the first Monday of each month. WHEREUPON, the question was asked and the otion carried, all Councilmen present voted "aye" with no "noes." At the request of the''Garden Club and the Chamber of Commerce for a it 0 clean-up campaign, a motion was made by Councilman Nolen, seconded by Councilman Calvin that Mayor Hawkins, by proclamation, declare the week of April 25, 1966 through April 30, 1966 as Clean -Up Week for the City of Pearland. WHEREUPON, the question was asked and the motion carried, all Councilmen voted rraye" with no "noes." A motion was made by Councilman Wasek, seconded by Councilman Calvin that Councilman Victor A. Nolen be elected as Mayor Pro -Tempore. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye* with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Calvin that Dr. James R. Rau be appointed as Health Officer for the City of Pearland for the period April 15, 1966 to April 15, 1967. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Cogbill to set up a meeting with James Young in an effort to reach a settlement regarding the taking -over of the water lines in Westminister and if after this meeting no agreement could be reached that the City sue James Young et al for possession of the lines.
