1966-03-10 CITY COUNCIL REGULAR MEETING MINUTESMINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND TEXAS HELD ON MARCH 10 1966 A regular meeting of the Pearland City Council was called to order by Mayor Kegley at 7:30 P. M. March 10, 1966 with the,following present: Mayor John G. Kegley Councilman Victor A. Nolen Councilman Basil L. Cogbill Councilman Joe Dan Calvin * Councilman Gene E. Sanders * Councilman Steven A. Kelley and John-Lazrine. A quorum being present, Councilman Cogbill made a motion, seconded by Councilman Nolen that the minutes of the regular meeting held on February 24, 1966 be approved as'read. WHEREUPON, the question was asked and the motion carried, all Councilmen present. voted "aye" with no "noes." Councilman Sanders and Shukanes absent at this time. A motion was made by Councilman Nolen, seconded by Councilman Cogbill that the letter written by Bob Owen be stricken from the minutes and placed in the regular city file with the remainder of the minutes to approved as read. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Councilman ! Shukanes abstained. Councilman Sanders absent at this time. A motion was made by Councilman Nolen, seconded by Councilman Calvin that the retainer fee check be made out for the City Attorney for the month of February and that this check be approved. WHEREUPON, the question was asked and the motion carried, Councilmen Nolen, Calvin and Cogbill voted "aye" with Councilman Shukanes voting "no." Councilman Sanders absent at this time. Mayor Kegley called for a special meeting Thursday Night March 17, 1966 to discuss this problem with the developer, Mr. Clinton Cunningham. City Secretary instructed to send a registered letter requesting Mr. Cunningham to be present at the meeting. Sealed bids were opened for the breaking -up and removing of old concretebl.ocl that are in the right-of-way for the Field Village Street. Dalsco, Inc. Lot Price $350.00 Kay Service Co. Lot Price $ 3250.00 A motion was made by Councilman Calvin, seconded by Councilman Shukanes i that the job be awarded to Dalso, Inc. on their low bid of $350.00. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Councilman Cogbill stated he had received a reply from Judge Arnold regarding the letter he wrote to him concerning the garbage dump. Mayor Kegley requested Councilman Cogbill to follow up on this and keep the Council advised. Councilman Shukanes stated that he, Councilman Sanders and the Secretary would meet and discuss the financial condition of the City as reflected by the budget report. After this meeting a report will be given the Council. A motion was made by Councilman Calvin, seconded by Councilman Nolen that the Electrical and Plumbing Inspectors be put on a full time salary of $325.00 per month with an additional 3� per mile for travel expense making a total for travel expense of 10¢ per mile. Councilman Sanders made a motion to table the above motion until Thursday Night, March 17, 1966. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." The following letter was read from Mr. John G. Worrall: "Box 618 Pearland, Texas March 3, 1966 Honorable Mayor and Members of City Council City of Pearland, Texas Gentlemen: I wish to express my appreciation for your attention to and compliance with my requests for road maintenance and clearing the ditches of dumped debris along County Road No. 125. I have also heard from Dr. Ferguson, as Superintendent of the Pearland Schools, that action is to be taken soon to furnish the school bus turnaround at my property entrance to the County road. With many thanks and my very best wishes, T am yours respectfully, John G. Worrall" { Secretary requested to write a letter of thanks to Mr. Jim Klasel In answer to his letter complimenting officers Frank Phillips and Walt Bollinger, with copy of Mr. Klasells letter being sent to the two officers. Councilman Nolen reported that some progress had been made with Mr. Wright, developer of Sleepyhollow Subdivision on the sewage lines and a meeting with Council would be planned soon. ;000,p Followi a study of recommended changes in the building code as offered by the Committee of Gene E. Sanders, David L. Smith, M. -R. Swensen and Pete Bonario, Mayor Kegley stated that since more work needed to be done, such as enumbering and a few remaining questions that the final adoption remain tabl d 2uni1 uch time as it could be put in finalized form. A motion was made by Councilman Calvin, seconded by Councilman Nolen that the Secretary be authorized to perform the drawing for the places on the ballot for the regular election to be held :on April 5, 1966. Motion made by Mayor Kegley, seconded by Councilman Calvin that the Junior Chamber of Commerce be given permission to improve and beautify M. S. Drake Park.
