1966-03-03 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF PEARLAND, TEXAS, HELD ON MARCH 3, 1966 IN THE CITY HALL A special meeting of the Pearland City Council was called to order at 7:30 P. M., March 3, 1966 with the following present: Mayor John G. Kegley Councilman Steven A. Shukanes, Jr. Councilman Gene E. Sanders Councilman Basil L. Cogbill Councilman Joe Dan Calvin Councilman Victor A. Nolen City Secretary W. A. McClellan Visitors: Susan Bridges - Pearland Progress, Erma Thompson, Mrs. David L. Smith, Jr., Mrs. S. T. Smith, Francis Jamison, Patricia Lawrence, Carlton McComb, L. A. Fluesmeier, Harry Hosmer, B. S. Owens, David Smith, Billy G. Roby, Van Boone, Jerry Spencer - Sherwood Civic Club, Bill Fraseino, Dale Watson, Don Crawford, John W. Mikeska, Frank Lee, Jr., Frank Easley, L. E. Dittmann, Escue V. Harris, Louis Bellnea, D. R. Kelley, N. J. Deisch, and Dan L. 0' Connor. Mayor Kegley stated that the purpose of the special meeting was to take care of several pending items to be brought before the Council. Councilman Calvin reported that one bid was received for the fence to be built -on each -side of Industrial Road. This bid was from the Coastal Fence Company - Alvin, Texas for 2800 feet of fence $720.00. Councilman Calvin made a motion, seconded by Councilman Nolen that as soon as the -ground dries enough that Public Work's Director Escue V. Harris be authorized to hire extra help and rent equipment to build the fence_. _WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." Public Work's Director Escue V. Harris stated that the old sewage-'systemj' was so overloaded, especially during heavy rains,.that two of the pumps in lift stations should be replaced by larger ones. He recommended a 6" Gorman-Rup pump for the sum of $1,100.00 and a 4" Gorman -Rupp pump for the sum of 870.00, this price includes motors but.notinstallation. A motion was made by Councilman Nolen, seconded by Councilman Calvin . that Mr. Harris be authorized to purchase the two pumps on an emergency basis. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with,no "noes." Councilman Calvin reported that to date &.' total of 45 plumbing permits.*1and 215 electrical permits have been issued. Councilman Cogbill requested a discussion concerning Mr. Joe Norton who has made his living as a plumbing contractor in the Pearland area Tor a number of years, however, under our plumbing code could not work as he does not have a license. Mayor Kegley stated that it was the opinion of the Council that we adhere to the plumbing code even though we wo1k1d like to make exceptions. A motion was made by Councilman Shukanes, seconded by Councilman Calvih that the Public Work's Director Escue. V. Harriss check in the amount of $90.00 be signed. This check to cover expenses for attending A. & M. Short Course. Also, check in the amount of $15.00 to. Joe Saffle to.. { cover salary due for working extra during illness of regular personnel; i be approved. WHEREUPON, the question was asked and the motion carried,-' all Councilmen present voted "aye" with no "noes." �. A motion was made 'by Councilman Calvin, seconded by Councilman Cogbill.,.. that Public Work's Director Harris be authorized to rent a back -hoe machine so that he could catch up on some work. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes. Mayor Kegley read a letter from Police Chief Casey and requested the Secretary to mail a copy to each Councilman to be studied for later action. Councilman Sanders reporting for the Building Code Committee stated that a meeting had been held with M. R. Swensen, David L. Smith and himself in attendance with Kelly Simms and Pete Bonario not present. Councilman Sanders made a motion, seconded by Councilman Shukanes that the changes recommended by the Building Code Committee be made on the Building Code proposed ordinance and copies be retyped and mailed to each Councilman for further study. WHEREUPON, the question was asked and the motion carried, all Councilmen present voted "aye" with no "noes." Councilman Sanders requested the status of two pending law suits. Mayor Kegley stated that the deannexation appeals suit was held before two judges from Waco and that they took the data back with them for a detailed study and would render an opinion within thirty days. No recent information was available on the condemnation suit, therefore, no report was given. Lawyer Bob Owens and David L. Smith requested permission of the Council to present what theycalled a peace -making gesture in settling the differences between Council members in the selection of a site for sewage treatment plant No. 2 on Clear Creek. Cape, in his letter of January 13, 1966. Based on the stipulations outlined therein, I see no objections to your proceeding with plans for con- struction of the Pearland Sewage Treatment Plant #2 on Clear Creek. Sincerely yours, (Signed) Louie Welch " �10 Mr. Don Crawford and Mr. Jerry Spencer were introduced to the City Council as president and vice-president of the newly formed Sherwood Sub division Civic Club. Membersof the Westminister Civic Club stated that garbage was still being dumped in the hole on the Kliesing property and again requested assistance from the Council to eliminate this problem. Mayor Kegley requested Councilman Cogbill and Councilman Calvin to arrange a meeting with Mr. Kliesing to see if a solution can be found. They also stated that the Old Alvin Road was in need of repair. Mayor Kegley stated that eight Pearland boys belonging to the Pearland 0 -- Police Boy's Club won a number of points and trophies for boxing and woul enter an event to be held on the third floor of the Elks Building in Houston on Friday night March 11th at 7:30 P. M. He requested that all attend and support them that possibly could. Councilman Shukanes made a motion, seconded by Councilman Sanders that the Council discuss the possibility of arranging for a larger room to hold Council meetings so that visitors would be more comfortable and be able to hear the proceedings. WHEREUPON, the question was asked and the motion carried, all Councilmen voted Faye" with no "noes." The meeting adjourned at 9:40 P. M.
