MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL
OF PEARLAND, TEXAS, HELD ON FEBRUARY 24, 1966 IN THE CITY HALL
A regular meeting of the Pearland City Council was called to order by
Mayor Kegley at 7:30 P. M., February 24, 1966 with the following present:

A motion was made by Councilman Calvin, seconded by Councilman Sanders
that the minutes of the regular meeting held.on February 10, 1966 be
approved. WHEREUPON, the question was asked and the motion carried,
all Councilmen voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Calvin
that the minutes of the special meeting held on February 14, 1966 be
approved. WHEREUPON, the question was asked and the motion carried, all
Councilmen voted "aye" with no "noes."
A motion was made by Councilman Calvin, seconded by Councilman Nolen
i that the .minutes of the special meeting held on February 17, 1966 be
approved. WHEREUPON, the question was asked and the motion carried all
Councilmen present voted "aye" with no "noes."
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that the following invoices and salaries be paid. WHEREUPON, the question
was asked and the motion carried, all Councilmen voted "aye" with no
"noes."

Mayor Kegley stated for the record that it appeared there was a stale- I
mate concerning whether or not Jack Harrison was the City Attorney and -`
suggested that all parties concerned wait until after the April 5th
election, and if he was re-elected Mayor he would enforce his position
on dismissal of the City Attorney.
Councilman Nolen reported that the committee on the trailer park ordinance
would be ready to make recommendations to the City Council in the near
future.
Mayor Kegley read a letter from the Drainage District,in reply to a
letter they received from Mr. C. Cunningham. A copy of this letter
from Mr. Cunningham was also addressed to the City Council and referred
to the Drainage Committee, Councilmen Nolen and Sanders.
A motion was made by Councilman Nolen, seconded by Councilman Sanders
that the Drainage District be requested to place a culvert across Broadway
to alleviate drainage problem for Mimosa Acres Subdivision, also to
clean out ditches along Broadway, Orange and Woody Road. WHEREUPON,
the question was asked and the motion carried, all Councilmen present
voted "aye" with no "noes."
Councilman Calvin stated that he felt the Public Work's Director needed
extra help in building the fence on both sides of Industrial Road or at
least to rent a post hole boring machine. Mr. Harris was instructed
to get prices for renting such a machine, also, to get prices from
some fence building companies for the entire project. This information
to be furnished the Council next Thursday Night March 3, 1966.
Councilman Calvin stated that the road for Field Enterprises was being
laid out and staked and should be ready for grading by the middle of the
week.
Councilman Cogbill reporting for the Garbage Committee stated that the
garbage being dumped on the Raymond Kliesing property was only supposed
to be building material trash and the EPCO Company was the only one
that had been given permission to dump at this site.
A motion was made by Councilman Calvin, seconded by Councilman Sanders
that the City pay for the Fire Department's telephone and gas bills.
WHEREUPON, the question was asked and the motion carried, all Councilmen
present voted "aye" with no "noes."
A motion was made by Councilman Shukanes, seconded by Councilman Nolen
that E. V. Harris be given permission to attend the Texas Water & Sewage
Works Association 48th Annual Short Course at Texas A. & M. University
for the purpose of studying for his "B" sewage operators license. The
school will be held March 6th through March 11th, 1966. WHEREUPON,
the question was asked and the motion carried, all Councilmen present
voted "aye" with no "noes."
A motion was made by Councilman Shukanes, seconded by Councilman Nolen
that the contract with the Houston Lighting & Power Company for services
to the new well and city hall be executed by the Mayor. WHEREUPON, the
question was asked and the motion carried, all Councilmen voted "aye"
with no "noes."
A motion was made by Councilman Shukanes, seconded by Councilman Sanders
that since the Attorney General did not see fit to render an opinion

that the Mayor either appoint a neutral law firm, or appoint a committee
to select a law firm, to review various -objections raised by the
City Attorney regarding the location for a sewage treatment plant site
in Harris County. WHEREUPON, the question was asked and the motion failed,
Councilmen Shukanes and Sanders voting "-aye" with Councilmen Nolen,
Cogbill and Calvin voting "no."
Mayor Kegley stated for the record that he called on Mayor Welch of the
City of Houston regarding whether or not the City of Houston would
permit Pearland to build a sewage treatment plant in Harris County. Mayor
Welch stated to him that this would be permitted and this fact would be
confirmed by letter. WHEREUPON, the
Meeting adjourned at 8;35 P. M.
