1969-10-15 CITY COUNCIL SPECIAL MEETING MINUTES271 MINUTES OF A SPECIAL.MEETING.(PUBLIC.HEARING)AOF.THE.CITY.COUNCIL.OF.THE CITY OF.PEARLAND..TEXAS. HELD IN THE CITY HALL ANNEX ON OCTOBER 1q. A special meeting of the City Council of the City of Pearland was called to order by Mayor Keller with the following present: Absent: INVOCATION: Mayor D. R. Keller Councilman Melvin L. Black Councilman Cecil W. Griffin Councilman Carlton McComb Councilman E. A. Wasek City Administrator William E. Wolff City Secretary Dorothy L. Cook Councilman Aubrey G. Ellis City Attorney Bobby Williams The invocation was given by Mayor D. R. Keller. PURPOSE OF THE MEETING: ............... 1. PUBLIC HEARING ON BUDGET 1969-70 Mr. William E. Wolff, City Administrator, presented the proposed Budget to -the citizens present at the hearing. Questions from -the citizens were answered by Mr. Wolff as each page of the Budget was presented to them. Mr. B. J. Courtright read the following statement and requested that this be made a part of the minutes: "On behalf of the Board of Directors of the Sherwood Civic Club, I would like to offer the following general Objections to the proposed city budget and urge that appropriate alterations be made prior to it's formal adoption. First, the latest released public information indicates that approximately $40,000 additional funds will be needed from the 70-71 budget to meet the Principal and Interest payment on the City's bonded indebtedness. We feel that this year's budget should help offset this large step increase so as to.preclude, or at least cushion, any tax increase next year. We feel that this is only common sense foresight to try to maintain the tax rate at a status quo until increased valuations can carry the added costs. Second, we feel that funds should be appropriated to start a a systematic program of re-evaluation of property throughout the City. Those areas that have received enhanced values due to C apital improvements installed at the taxpayer's expense should carry the highest priority. This -:is only fair to residents of the Class A subdivisions who already have relatively escalated evaluations due to 272 capital improvements installed at their expense. Third, the steady and gradual increase in street maintenance funds is likened to a cancer in the human body. It is time that the Council and residents that acquired property on inferior streets all realize that this is a bed that they must sleep in until a self- help assessment program can be instituted. These streets can never be improved to a satisfactory condition by the use of general funds under a sensible tax base and we do not feel that these people are hardly in the welfare category to deserve our paying to pave their streets. In order to substantiate some of the allegations made, I would like to challenge you to take the short time necessary to pull the computer printed tax rolls and make of record the total dollar tax received of each subdivision. In closing, I would like to say we very much appreciate the interest and strong support shown toward such departments as the fire, police, inspection, administative staff and humane officer thattruly serve all taxpayers equally. 2. APPROFR.IATION ORDINANCE NO. 183 Mayor Keller read the proposed Appropriation Ordinance No. 183. It was moved by Councilman Wasek, seconded by Councilman Griffin that effective October 1, 1969, the following Appropriation Ordinance No. 183 be adopted on first and final reading. Said ordinance reads in caption as follows: ORDINANCE NO. 183 AN APPROPRIATION ORDINANCE ADOPTING A BUDGET , FOR THE FISCAL BAR BEGINNING OCTOBER 1, 1969, AND ENDING SEPTEMBER 30, 1970. Appropriated to the General Fund $ 361,574.50 Appropriated to the I. & S. Fund 117,000.00 Appropriated to the W. & S. Fund 151,350,00 Motion passed 4 to 0. 3. REPORT OF EQUALIZATION BOARD AND CERTIFICATION OF TAX ROLLS: A report was presented to the Council as follows: 10/14/69 The Board of Equalization having been called in session to approve the final tax roll as presented by the Assessor, the followong summary was presented to them: LAND $ 9,219,919 IMP. 11,755,893 273 P. PROPERTY $ 1,660,159 UTILITIES 931,386 $ 23,567,357 The above and foregoing having been found correct, the final roll as certified by the assessor was approved, along with the minutes of the Board of Equal-ization for the City of Pearland for the year a 1969. 1 Certification of the Tax Roll for 1969 dated October 14, 1969, in the amount of $23,567,357 accepted by the City Council. This certification made by William E. Wolff, Assessor for the City of Pearland. , It Paas moved -by ,douncilman McComb, _sacdnded by Councilman Black that the City Council approve the Tax Rolls as submitted by the Tax Assessor and the Board of Equalization for the 1969. Motion passed 4 to 0. TAX LEVY ORDINANCE NO. 184: Mayor Keller read proposed Ordinance No. 184 - Tax Levy Ordinance. It was moved by Councilman Griffin, seconded by Councilman Wasek that Ordinance No. 184 - Tax Levy Ordinance - in the amount of $1.15 per each one hundred dollars valuation of property. $0.6104 to i general government and $0.5396 for the Interest and Sinking Fund. Said Ordinance No. 181.E �.eads in caption as follows: ORDINANCE NO. 184 AN ORDINANCE LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF PEARLAND, TEXAS, AND PROVIDING FOR THE INTEREST.AND SINKING FUND FOR THE BAR 1969-70 AND APPORTING EACH LEVY FOR THE SPECIFIC PURPOSE.
