1969-08-14 CITY COUNCIL REGULAR MEETING MINUTES242 OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF A regular meeting of the City Council of the City of Pearland was called to order by Mayor Keller with the following present: Mayor Councilman Councilman, Councilman Councilman City Administrator .City Attorney Absent: Councilman City Secretary D. APPROVAL OF MINUTES: Minutes of regular meeting held July 24, 1969, approved as submitted. APPROVAL OF EXPENSES: It was moved by Councilman Black, seconded by Councilman Griffin --� that the following check be approved for payment, with the exception of Check No. 828 - General Fund and Check No. 4177 - Water & Sewer. Water & Sewer Payroll No. 2698 thru No. 2703. General Fund Payroll No. 2672 thru No. 2697. General Fund Expenses No. 802 thru No. 858.(856 void) Water & Sewer Expenses No. 4161 thru No. 4192.(4189 Sewer Construction No. 125 thru No. 126. void) Sanitation Fund No. 112 - Building Fund No._.9 thru - Motion passed 4 to 0. No.10 MAYOR-'$ ACTIVITY REPORT: Mayor Keller read a Proclamation requested by the Texas Youth Conference declaring August 10, 1969, through August 15, 1969, as Dollars for Delinquency Days. Proclamation executed by Mayor Keller on behalf of the City. Mayor Keller read a Proclamation requested by the Home Builder's Association declaring the entire month of August as Retarded Children's Month. This Proclamation executed by Mayor Keller on behalf of the City. COMMITTEE REPORTS: Street & Bridge: Councilman McComb requested authority from the City Council to expend funds on street repairs. It was moved by Councilman Black, seconded by Councilman Griffin that the City Administrator be authorized to expend such budget -funds as necessary to maintain the streets in Pearland. Motion passed 3 to 1. Councilman Wasek opposed. Right of Way: r --- The Drainage District has requested that the right of way be defined from the end of Corrigan Addition Section III to Mary's Creek so that this project of installing drain the along McLean Road may be completed. r - Stop Sign Ordinance: Councilman Black reported that the stop sign list has been submitted to the City Administrator and would be submitted to the Council for their consideration. OLD BUSINESS: MOBIL HOME ORDINANCE: It was moved by Councilman McComb, seconded by Councilman Black that Ordinance No. 1?9 - MOBILE HOME AND TRAVEL TRAILER PARKS ORDINANCE be passed on first and final reading: Caption of said Ordinance reads as follows: ORDINANCE NO. 179. AN ORIPINANCE REGULATING MOBILE HOME AND TRAVEL TRAILER,PARKS; CONTAINING CERTAIN DEFINITIONS; REQUIRING A LICENSE AND ESTABLISHING CERTAIN LICENSE FEES; ESTABLISHING CERTAIN PHYSICAL REQUIREMENTS FOR SAID PARKS; REGULATING THE LOCATION OF SAID PARKS; ESTABLISHING CERTAIN RULES ANP REGULATIONS FOR THE OPERATION OF SAID PARKS; ESTABLISHIN(; CERTAIN REgUIREMENTS FOR WATER, SEWER, AND ELECTRICAL FACILITIES; CONTAINING A PENALTY; CONTAINING A SAVINGS CLAUSE; ESTABLISHING AN EFFECTIVE DATE. Motion passed 4 to 0, INDUSTRIAL SEWER GRANT: A discussion was held regarding Public Law 660 Grant for sewer service to industrial area on North Main Street. Councilman McComb requested an executive session with City Engineer Walsh to discuss this matter. DOG ORDINANCE: A discussion was held regarding the Dog Ordinance. PLUMBING ORDINANCE AMENDMENT: It was moved by Councilman McComb, seconded by Councilman Griffin that Ordinance No. 115C - AMENDMENT TO PLUMBING CODE be passed on first and final reading. Caption of said Ordinance reads as follows: ORDINANCE NO. 115C AN ORDINANCE AMENUI:NG' ORDINANCE. NO. 115, KNOWN. AS THE "PLUMBING CODE QF, THE_ CITY OF PEARLAN'D,` TEXAS"; BY, ADDING A PROVISION WHEREBY OWNERS AND/OR AGENTS OR INDEPENDENT CONTRACTORS OF OWNERS SHALL HAVE THE PRIVILEGE TO PERFORM PLUMBING WORK ON WATER AND SEWER SERVICE LINES FROM THE CITY TAP LATERAL AT THE PROPERTY LINE TO THE PREMISES SERVED, PROVIDING FOR A SEPARABILITY CLAUSE; ESTABLISHING THE EFFECTIVE DATE; AND DECLARING AN EMERGENCY. Motion passed 4 to 0. CORRIGAN SECTION I - REPLAT: It was moved by Councilman Griffin, seconded by Councilman McComb that the City accept the replat of Corrigan Section I as submitted by Frank Barringer, Trustee. Motion passed 4 to 0. ADDITION TO CITY HALL AND POLICE BUILDING: It was moved by Councilman Wasek, seconded by Councilman Black that plans for the addition to the City Hall and Police Building be formally approved:. Motion passed >4 to. O.: NEW BUSINESS: PATRICIA LANE SEWER LINE AND CREEKRIDGE DRIVE SEWER LINE: It was moved by Councilman Black, seconded by Councilman McComb that we extend sewer lines down Patricia Lane and the remaining. part of Creekridge Drive, contingent upon determining that there is a valid right of way of Patricia Lane. Such contingency is not to affect Creekridge Drive. Motion passed 4 to 0. APPROVAL OF WILLOWCREST SECTION ..V: Mayor Keller read a letter from William Walsh, P. E. regarding his inspection of Willowcrest V. It was moved by Councilman Wasek, seconded by Councilman Griffin that WilloL,�crest V be approved t-�ith the Engineer's recommendations.. Motion failed 3 to 1. Councilman Mc Comb, Councilman Black and Councilman Griffin opposed. 245 P. V. C. PLASTIC PIPE - SEWER DRAIN: Mr. L. C. Krchnak appeared before the Council with a request that the City amend the plumbing code to allow P. V. C. plastic pipe for sewer drain lines. Meeting recessed 5 minutes. It was moved by Councilmen Griffin, seconded by Councilman McComb that the use of P. V. C. Schedule 40, stamped 272-65, pipe be a1- lowed as sewer drain pipe from five (5) feet outside of the house to the sewer connection at the property line. The pipe must bear the name or trademark on both sides of the pipe and fittings. Motion passed 4 to 0. CITY ADMINISTRATOR + S ITEMS: City Administrator Wolf requested a policy from.the Council concerning water line extensions. He has received a request to extend water service down Dixie Farm Road south. Mr. Wolf outlined three methods which the City might use in extending service to various areas: 1. City to.install line with no cost to the property owner -other than the regular tap fee. 2. Property owner to furnish the material and the City would install the pipe and have control and maintenance of the line. 3. Extension of line and offer a refunding contract where a part of the owner's money to be refunded within a period of time. A discussion was held regarding the present Water Revolving Fund Ordinance., Mr. Wolff to develop some guidlines and will send a letter to the City Council. City Streets: A. discussion was held regarding dust control on city streets. Mr. Wolff stated that the cost of oil or asphalt would be approximately .15.a foot, however, he felt that the money would be better spent on shell for the streets rather than oil or asphalt.. Water Used During Construction: Mr. Wolff asked the Council for a policy on charges to be made the contractors of nein, construction for eater used during such construction. The policy now is to make a minimum charge of $3.00 per month after the meter is installed and turned on. If 246 the amount of water used exceeds $3.00 then the actual charge is made. The Council to study this matter and make a decision at a later date. Meeting recessed. Meeting reconvened. North End Sewer System: It was moved by Councilman Black, seconded by Councilman Griffin that the City advertise for bids for the North End Sewer System as soon as feasible and that a pert.ion of the cost of construction be financed by Time Warrants. Motion passed 4 to 0. Check No. 4177: It kas moved by Councilman Griffin, seconded by Councilman Black that Check No. 4177 previously withheld be released. Motion passed 4 to 0. Industrial Seer: It was moved by Councilman Griffin, seconded by Councilman McComb that the Mayor and City Secretary be authorized to submit ._. necessary grant request papers to the government for proposed server project "north end" industrial area.
