Black INVOCATION: The invocation was given by J. C. Stokes. APPROVAL OF , MINUTES ; The minutes of a regular meeting held on June P6, 1969, approved as corrected. The minutes of a special meeting held on July 2, 19690 approved as written. APPROVAL" OF' EXPENSES It was moved by Councilman -Griffin, seconded by Councilman Wasek that the following payroll and expense checks be approved for pay- ment: GENERAL FUND PAYROLL WATER & SEWER PAYROLL GENERAL FUND EXPENSES WATER & SEWER EXPENSES SEWER CONSTRUCTION FUND SANITATION FUND WATER CONSTRUCTION FUND BUILDING FUND Motion passed 4 to 0- 2604 through 2629 2630 through, -,2635 731 through 770 (void) 4126 through 4147 ]:22 through 123 111 211 7 through 8 MAYOR'S ACTIVITY REPORT: City Administrator: Mayor Keller introduced Mr. William E. Wolff to the audience present. It was moved by Councilman Griffin, seconded by Councilman Wasek that Mr. William E. Wolff be appointed City'Administrator and.Tax Assessor Collector for the City of Pearland. ' Motion passed 4 to 0. - Mayor Keller administered the Oath of Off -ice to Mr. Wolff. 234 Brazos River Authority: A meeting will be planned between the Council and the Brazos,River AuthDrity the next week. Fred Blunt: Fred Blunt, an employee of the City, received his Class "C" Water - work's License. COMMITTEE REPORTS': Extension of Shadybend Drive: It was moved by Councilman McComb, seconded by Councilman Ellis that the Pearland Independent School District be permitted to install a 320 ft. temporary shell street at the nets schdol plant located on Shadybend Drive. Motion passed 4 to 0. Dog Pound: Councilman Ellis reported that the cost of the dog pound would be approximately $1;.00.00. Mayor Keller reported that a revision of Ordinance 173 - Dog Ordinance was being prepared by the City Attorney and.should be in the hands of the Council shortly. Mayor KelleF stated that he would call a special meeting to discuss this issue. Grass Mowing: City Administrator suggested that two letter be written instead of one as we have previously been doing. The first letter would be appealing to the property owner's pride. This sent under a regular normal stamp. The second letter should be sent by registered mail so that we can be assured that it was received. A list of mowing contractors enclosed in the letter would be helpful to the out of town lot owners. CITIZENS: Frances Jamison: Request as follows: "Please read Article 1022 and 1023 and tell me why the City of Pearland is not doing this." Mayor Keller made the following statement: "Generally speaking, these laws were enacted in 1905 and chile the age of laws does not alter their force and effect, it has been generally accepted and held that an audit of the records by licensed and/or registered accountants will comply with the intent of the law. The City of Pearland is currently in the process of an audit by Main LaFrentz Company. This audit was ordered by this Council sometime ago. The City's records have been audited annually by an accountant licensed by the State. These audits are a matter of public record and are available to the public." 235 Gerald Dubuc: Request as folloi,is: " Regarding extension of water lines located outside of Longwood Park Subdivision." Mr. Dubuc was informed that the present policy of the City was that before water service could be extended to. an area outside of the City that the property be annexed into the City on a voluntary basis. OLD BUSINESS: CORRIGAN ADDITION SECTION II: It was moved by Councilman Griffin, seconded by Councilman McComb that based on the City Engineerts recommendation that final ac- ceptance of Corrigan Section II be granted. Motion passed 4 to 0. ENGINEER'S ,CONTRACT - FINAL;APPROVAL: Mayor Keller stated that an amended contract would be presented to the City Council at an early date. PICKUP TRUCK BIDS: It was moved by Councilman McComb, seconded by Councilman Griffin that the City accept the bid of J. Mark Chevrolet in the amount of $2131.68 for a heavy duty pickup contingent upon the receipt of the bid security. Motion passed 4 to 0. WEMHOFF ANNEXATION ORDINANCE: It was moved by Councilman McComb, seconded by Councilman Griffin that Ordinance No. 178 - AN ORDINANCE OF THE CITY OF FEARLAND, TEXAS RECEIVING AND ANNEXING AS A JPART OF SAID CITY OF PEARLAND, TEXAS, THE FOLLOWING INHABITATED TERRITORY LYING ADJACENT TO THE CITY OF FEARLAND, TEXAS, (CAPTION ONLY) - be adopted on first and final ,readi.ng. Motion passed 4 to 0. STREET REPAIR BIDS: It was moved by Councilman McComb, seconded by Councilman Wasek that the street repair bid #69-11 be awarded to the Tech Con Corporation with the exception of Item 5 - Ryan Acres Drive.
