"All emotions are high and conditions are difficult for mature
deliberation. There are risks to both sides. Rights on both
sides. Concerns on the public's side. All of us are affected. We
are willing to consider the possibility of a negotiated agreement
to see if it is possible to establish and agree to performance
standards and to measure the City Manager by those standards and to
see if changes in what Council perceives as unacceptable management
practices can be achieved. We shall allow a reasonable time for
our City Attorney and our other legal representatives and the City
Manager's attorneys to negotiate such an agreement and to present
it to us and him for consideration. If we find it acceptable, we
shall approach resolution in good faith. If we find it
unacceptable, we reserve the right to post the same agenda that
notices this meeting and to take whatever action we deem
appropriate at that time."
