1994-03-14 CITY COUNCIL SPECIAL MEETING MINUTES5 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 14, 1994, AT 12:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The meeting was called to order with the following present: Mayor C. V. Coppinger Mayor Pro Tem/Councilmember Joy Colson Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary PURPOSE OF THE MEETING: D. A. Miller Benny Frank Randy Weber David Smith Paul Grohman Dick Gregg, Jr. Pat Jones 1. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE SECTION 551.074 - PERSONNEL - DISCUSSION CONCERNING CITY MANAGER'S EMPLOYMENT. 2. RETURN TO OPEN SESSION FOR ANY ACTION. 3. CONSIDERATION AND POSSIBLE ACTION - COUNCIL DECISION ON CITY MANAGER'S EMPLOYMENT. The meeting was opened with a prayer led by Reverend Rick Scarborough. Mayor Coppinger offered opening remarks and called upon City Attorney Gregg for the status of the posted agenda items, noting that it had been suggested the meeting be delayed until Thursday. City Attorney Gregg advised that the posted agenda addressed only those items listed and that additional issues have since been raised. Mr. Gregg stated opportunity was needed to inform Council of its rights and because of the way the agenda was written, this could not be done at this meeting. Mayor Coppinger stated he would hear those who wanted to be heard, beginning with himself, then Council and then those in the audience. City Attorney Gregg advised that remarks probably shouldn't be made until all the legal ramifications were known. Mayor Coppinger gave a lengthy statement in favor of Mr. Grohman's continued employment. Mayor Coppinger then called upon Councilmembers to offer their respective remarks. Councilmember Weber gave a lengthy statement regarding the decision to call this special meeting and the reasons leading up to this decision. Councilmember Miller stated he had no comment at this time. Councilmember Frank stated he agreed with Councilmember Weber's comments. Councilmember Colson stated she had no comment at this time. Councilmember Smith stated he would like to offer his comments l•, after Mr. Grohman gave his. City Manager Grohman gave a lengthy statement in support of his tenure as City Manager. Councilmember Smith gave a lengthy statement in support of Mr. Grohman as City Manager. Mayor Coppinger then called upon citizens to speak. Eight citizens addressed Council. It was moved by Councilmember Weber, seconded by Councilmember Miller, that this meeting be rescheduled for Thursday, March 17, 1994, at 6:00 P. M. Motion passed 4 to 1, with Councilmember Smith voting no. -- The meeting was closed with a prayer led by Reverend Casey Jones. ADJOURNMENT The meeting adjourned at 1:57 P. M.
