R2007-051 2007-03-26 RESOLUTION NO. R2007 -51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, URGING THE TEXAS CONGRESSIONAL DELEGATION TO REQUEST AND SUPPORT CONTINUING RESOLUTION FUNDING FOR THE U.S. ARMY CORPS OF ENGINEERS ("CORPS") GENERAL RE-EVALUATION REPORT ON CLEAR CREEK FOR FISCAL YEAR 2007. WHEREAS, the Clear Creek Watershed is a major Texas drainage artery that drains 260 square miles, 47 linear miles, serving Harris, Brazoria, Fort Bend and Galveston Counties and sixteen cities, all of which have experienced severe structural and non-structural flooding over the past 27 years; and WHEREAS, the majority of the watershed was impacted by Tropical Storm Alison causing damages to over 3,000 residential structures along Clear Creek and its tributary channels; and flood levels were recorded as the second highest to devastate the watershed; and WHEREAS, the population explosion that has occurred in recent years in northern Brazoria County has greatly impacted the effectiveness of waterway and drainage facilities in this area; and WHEREAS, the local communities through their office of Floodplain Administrators and the Clear Creek Watershed Steering Committee are working diligently as requested by the Corps to comply with Policy Guidance Letter 52 to implement a Floodplain Management Plan that will protect a future sponsored Corps project for Clear Creek; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District's General Re-evaluation and Review of the Clear Creek Project is currently in progress, and needs $1 million to continue the project in Fiscal year 2007; and RESOLUTION NO. R2007-51 WHEREAS, the FY 2007 Proposed Presidential Budget presented to the U.S. Congress does not include the $1 million necessary for the continuation of the Clear Creek Project General Re-evaluation and Review. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS THAT THE CITY COUNCIL SUPPORTS THE FUNDING THE COMPLETION AND COMPLETION OF THE AFOREMENTIONED GENERAL RE- EVALUATION AND REVIEW OF THE CLEAR CREEK PROJECT AND THE CITY COUNCIL STRONGLY ENCOURAGES THE TEXAS CONGRESSIONAL DELEGATION TO REQUEST THE U.S. CONGRESS TO APPROPRIATE $1 MILLION FOR THE GENERAL RE-EVALUATION REPORT ON CLEAR CREEK, IN AN EFFORT TO COMPLETE THE REPORT AND TO PROTECT THE HEALTH, SAFETY AND WELFARE OF THE CITIZENRY IN THE TEXAS COUNTIES OF HARRIS, BRAZORIA, FORT BEND AND GALVESTON.
