R2003-0013 01-27-03 RESOLUTION NO. R2003-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING THE CLEAR CREEK WATERSHED STEERING COMMITTEE IN ITS EFFORT TO REQUEST FEMA FUNDS FOR "FLOOD INSURANCE RATE MAPS (FIRM)" MAP UPDATE AND REMAPPING IN FORT BEND, BRAZORIA, AND GALVESTON COUNTIES. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: WHEREAS, the Clear Creek Watershed Steering Committee (CCWSC) supports cooperation in the pursuit of common Goals for the Clear Creek Watershed including flood protection and abatement, drainage, greenway establishment and protection, conservation, planned development and other appropriate elements; and WHEREAS, the June 2001 floods were devastating for the region with significant damages in the order of $36 million in Galveston and Brazoria Counties within the Clear Creek Watershed. The Cities of Brookside Village, Friendswood, League City, City of Pearland, Clear Lake Area Council of Cities (El Lago, Nassau Bay, Seabrook, Taylor Lake, Kemah, Clear Lake Shores, Webster) in the Clear Creek Watershed were hard hit with widespread flooding and significant structural damages; and WHEREAS, current flood plain maps are outdated since the topographic data in the hydraulic models is 20 years old and the hydrology models are 13 years old can not represent accurate flood hazards; and WHEREAS, the amount of urban growth in the area has changed the watershed hydrology and hydraulics; and WHEREAS, it is extremely important to have accurate flood plain maps with superior topographic data that can better define flood hazard zones, so proper planning and building guidelines can be implemented by the various jurisdictional entities; and RESOLUTION NO. R2003-13 WHEREAS, in order to reduce future flood losses the Clear Creek tributaries should be updated and remapped; and NOW, Therefore, be it resolved by the City Council of the City of Pearland, Texas Brazoria County THAT, the City of Pearland supports the petition of funds from FEMA to update and remap "Flood Insurance Rate Maps (FIRM)" in the Clear Creek Watershed in Fort Bend, Brazoria and Galveston Counties.
