RESOLUTION NO. R2003-9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, RATIFYING AN EMERGENCY EXPENDITURE FOR THE REHABILITATION OF THE MCLEAN WATER WELL. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. Pursuant to Chapter 252 of the Local Government Code the City is exempt from the statutory bid requirements if a procurement is necessary to prevent unforeseen damage to public machinery, equipment or other property. Section 2. That the City incurred costs of $74,562.83 for the unanticipated rehabilitation of the McLean Water Well. Section 3. The City Council hereby ratifies the aforementioned expenditure as an emergency procurement in accordance with Section 252.022(3). This is a 14' x 8" Gravel Packed Well With an original depth of 800 Ft Details from Camera: Hole in Casing Water Level Top of Liner Screens Screens Screens Screens 125 Ft. 189 Ft. 453 Ft. 577 Ft. - 597 Ft. 642 Ft. - 672 Ft. 702Ft. -712Ft. 742 Ft. - 759 Ft. Fill Still in Screen 759 Ft. Comments There are large amounts of sheet scale on the 14" casing from surface to 200 Ft. There is a large hole with a large stream of water running out of it at 125 Ft. The screens below 642 Ft have lots of sediment m them. There is approximately 30 Ft. of fill in the bottom of the well. Recommendations There are two options for repairing this well. 1. The best would be to install a new casmg from just above the liner to the surface and cement in place. This is the best option because the casing is in poor condition and if there was another hole behind the sheet scaling, the new casing and cement could cover it also. 2. A swedge patch could be pressed over the hole. We do not recommend this for two reasons. A. The scale at this point is very heavy and the patch may not seal B. There is probably a void outside the casing. When installing a patch, high pressure is exerted on the wall of the existing casing. This could cause the casing to split and just amplify the problem. Fill screen, liner, area behind liner and 5 Ft. casing with course sand 2. Scratch 14" casing and run pipe dummy to confirm 11 3/4" casing will fit inside the existing casing 3. Set and weld in place approximately 440 Ft. 11 3/4" 47# casing 4. Cement casing in place 5. After intermediate setting of cement, drill out cement plug 6 Let cement between casings set minimum 48 hours 7. Remove course sand from screen and liner by jetting 8. Scratch and jet screens to clean out sediment 9 Disinfect well 10.
