TEXAS AVENUE''PEARLAND' A regular meeting of the City Council of the City of Pearland was called to order by Mayor Keller with the following present: Mayor D. R. Keller Councilman E. A. Wasek Councilman Cecil W. Griffin Councilman & Mayor Pro Tem Carlton McComb Councilman James O. DeShazer Councilman Benny J. Frank City Manager William E. Wolff City Attorney Bobby J. Williams City Secretary Dorothy L. Cook T\-1\-1^AA TA.t The invocation was given by Council Chaplain Dr. Forrest Hawkins. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by City Attorney Bobby J. Williams. APPROVAL OF MINUTES: It was moved by Councilman McComb, seconded by Councilman Wasek that the minutes of the regular meeting held on August 9, 1971 be approved as submitted.- Motion passed 5 to 0. It was moved by Councilman,DeShazer, seconded by Councilman Wasek that the minutes of the Public Hearing held on August 12, 1971 be approved as submitted. Motion passed 5 to 0. APPROVAL OF EXPENSES: It was moved by Councilman Frank, seconded by Councilman McComb that the following checks be approved for payment: General Fund Payroll Nos. 4920 through 4923 Water & Sewer Payroll General Fund Expenditures 'Water & Sewer Expenses Motion passed 5 to 0. 4931 through 4966 4924 through 4930 4967 through 4984 3188 through 3202 (3190 void) 5180 through 5186 250 MAYOR'S ACTIVITY REPORT: 1. Mayor Keller read a Proclamation making the week of August 30, 1971 through September 3, 1971 as American Institute of Banking Week in Pearland, Texas. COMMITTEE REPORTS: Councilman Griffin reported that while in Washington, D. C. he met with the Federal Highway Administration. He obtained from them a copy of the Policy and Procedure Memorandum which relates to hearing requirements. This memorandum is in the City files and available for Council review. CITIZENS: Mr. Frank Doherty -- Not present at this meeting. Mr. Dennis M. Moody - Mr. Moody spoke to the Council about the taxing of the 100 foot stip under Ordinance No. 31. Mayor Keller advised that the City was obliged to tax all property inside the City. Mr. Harold L. Maggard - Mr. Maggard spoke to the Council about the taxing of the 100 foot strip under Ordinance No. 31. Mayor Keller advised that the City was obliged to tax all property inside the City. 1. C. L. Bowling - Mr. Bowling spoke to the City Council about the need for a legal survey of the boundaries of the City of Pearland. He requested this item be included in the Budget for the fiscal year beginning October 1, 1971. Mayor Keller advised Mr. Bowling that the Appropriation Ordinance was to be read on first reading at the meeting and that any changes in the,Budget at this time would require another public hearing. The time schedule for the adoption of the Budget would not permit additional items being added which would require another hearing. _�1NFINISHED BUSINESS: SECOND AND FINAL READING - POLICE RESERVE ORDINANCE NO. 221: Mayor Keller read proposed Ordinance No. 221 in full. It was moved by Councilman McComb, seconded by Councilman DeShazer that Ordinance No. 221 be passed and approved on second and final reading.. Caption of said ordinance No. 221 reads as follows: ORDINANCE NO. 221 04 AN ORDINANCE CREATING A POLICE RESERVE FORCE IN AND FOR THE CITY OF PEARLAND, TEXAS, PROVIDING FOR APPOINTMENTS, QUALIFICATIONS, OATH, IDENTIFICATION, POWERS, DUTIES AND COMPENSATION; PROVIDING A SAVINGS CLAUSE; PROVIDING A REPEALING CLAUSE AND AN EFFECTIVE DATE HEREOF. Voting "aye" - Councilman Griffin, Councilman DeShazer, Councilman McComb, Councilman Frank. Voting "no" - Councilman Wasek Motion passed 4 to 1. NEW BUSINESS: FIRST READING - APPROPRIATION ORDINANCE NO. 222: Proposed Ordinance No. 222 - Appropriation Ordinance was read -in full by Mayor Keller. It was moved by Councilman Wasek, seconded by Councilman Griffin that Ordinance No. 222 be passed and approved on first of two readings. Said Ordinance No. 222 reads in caption as follows: ORDINANCE NO. 222 AN APPROPRIATION ORDINANCE ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1971 AND ENDING SEPTEMBER 30, 1972 Voting "aye" - Councilman Frank, Councilman Wasek, Councilman McComb, Councilman DeShazer and Councilman Griffin. Voting "no" - none Motion passed 5 to 0. RECESS: P. M. Meeting was recessed at 8:20 - Reconvened at 8:40 P. M. APPOINTMENTS TO THE POLICE RESERVE FORCE: It was moved by CouncilmanDeShazer, seconded by Councilman Griffin that the following appointments made by Chief Norris be ratified: POLICE RESERVE OFFICERS 1. William Riley Mullins 2. Raymond George Reber 3. Berry Miller, III 4. David L. Smith, Jr. 5. Edward Ronald LeBlanc Motion passed 4 to 1. Councilman Wasek opposed. 200 CONTRACT FOR CODIFICATION OF ORDINANCES: Mr. Bobby Williams requested the City Council to "ratify the contract submitted by the Municipal Code Corporation.for the codification of City Ordinances. It was moved by Councilman Wasek, seconded by Councilman Frank that the City enter into the Contract submitted with the Municipal Code Corporation for codification of City ordinances,and that the Mayor be authorized to execute this Contract on behalf of the City. Motion passed 4 to 1. Councilman McComb opposed. ADJOURN: It was moved by Councilman Frank, seconded by Councilman Wasek that the meeting adjourn. Motion passed 5 to 0. Meeting adjourned 9:01 P. M.
