MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD

A regular meeting of the City Council of the City of Pearland was called to order
by Mayor Keller with the following present:

APPROVAL OF MINUTES:
It was moved by Councilman Black, seconded by Councilman Wasek that the minutes
of the .public hearing held on November 9, 1970 be approved as submitted. Motion
passed 5 to -O. ,..,
It was moved by Councilman Wasek, seconded by Councilman Griffin that the minutes
of the regular meeting held on November 9, 1970 be approved as submitted. Motion
passed 5 to 0.
APPROVAL OF EXPENSES:
It was moved by Councilman McComb,-seconded,by Councilman DeShazer that the fol"lowing
checks be approved for payment:

MAYOR'S ACTIVITY REPORT:
Mayor Keller stated that the Green Tee Corporation submitted a

letter on November 17, 1970 expressing a desire to make a
presentation of the American Flag and Texas Flag to the people
of Pearland. The flags have been received and placed in the
new Council Room. A letter expressing appreciation for this
gift will be sent to Green Tee Corporation.

Letter dated November 18, 1970 from W. E: Carmichael, Texas
Highway Department regarding traffic signals at FM 518 and
and Old Alvin Road. Field studies have been completed and
the results are under analysis,

Letter dated November 3, 1970 from A. R. Schwartz regarding
Texas Water Quality Board Hearing.
4.
Mayor Keller reported that the City has been offered a complete
map, in color, for the wall in the Council Room.

The Library had an open house on November 21, 1970.

Wednesday morning on November 18, 1970 at the request of
a representative from the Governor's office a meeting was
held with various citizens of the community representing
the clergy, school and civic organizations as well as
the Mayor of Brookside and representatives of Friendswood,
on Drug Abuse. From this meeting a local committee will
be forming to help combat drug abuse in our community.
7.
Housing and Zoning Committee - Mayor Keller suggested to,the
Council that each member submit two names to serve on this
Committee. The Committee should be named as soon as possible
so that the City can move forward on. project.
COMMITTEE REPORTS:
Councilman McComb requested letters of thanks be sent to the Lions Club, Lioness
Club, 4 H Club and the Swinging Seabees for their efforts on behalf of the
Pearland Community Library. Letters to be signed by Mayor and Councilmen.
CITY STREETS:
Councilman McComb requested a report from the City Attorney on the status of the
streets in Sleepy Hollow Subdivision (Wright Construction Company), and streets
in the Old Townsite (Tech Con Construction Company). City Attorney Williams
advised that repair work on the streets in Sleepy Hollow should start soon after
Thanksgiving, however, he felt that the City would have to call on the Bonding
Company of Tech Con to get performance of repairs to the streets installed by this
Company. Councilman McComb requested that the City Attorney advise the Council
by letter as soon as some action has been taken on these matters.
NEW VOTING PRECINCT;
Councilman McComb reported a new voting precinct has been set out within the City
of Pearland. This would be called Precinct No. 28 and would cover east of the

Old Alvin Road, North to Kanpp Road and East to the City Limits line.
WOODY ROAD PROJECT:
Councilman McComb reported that the materials placed on Woody Road had been paid
for by the Developer under an agreement some time ago. Also, Nottingham Road
improvements are being made by the Developer.
AUXILIARY POLICE:
Councilman DeShazer reported that the proposed ordinance covering the Auxiliary
Police would possibly be ready by the next regular Council meeting.
RAILROAD SIGNALS - KNAPP ROAD:
Councilman DeShazer reported that he and Councilman McComb had met with Mr. Wade
of the A. T. & S. F. Railway Company, however, Mr. Wade was unable to give figures
on how the cost of the signals at this crossing. At this same meeting it was
brought up about the possibility of the City getting the Railroad Company to change
the switching limits to where the City of Pearland would be within the switching
limits.. Mr. Wade to check on this matter and reply by mail.

Councilman Black requested that anyone interested in helping the Park Board should
contact Mr. W. D. Barlow.;
CITIZENS:
Mr. H. B. Thornton -
Mr. Thornton could not be present at the meeting, however, Councilman McComb
reported that he had discussed the condition of McLain Road with Mr. Thornton and
repairs would start on this road after the first of the year.
Also, Mr. Thornton reported that people were dumping garbage on the unshelled
portion of Magnolia Road to Councilman McComb.
Ordinance No. 154 to be placed on the next Council Agenda. This ordinance
covers .dumping by special permit.
Mr. Lee Plyler -
Mr. Plyler discussed the mailing date of the 1970 tax statements and was
advised that the statements were mailed on November 10, 1970.
Mrs. Frances Jamison -
Mrs. Jamison requested a list of suits filed by the City and a list of suits
filed against the City. Mayor Keller asked Mrs. Jamison to check with the City
Hall and secure this information from the City Secretary.

-- DISCUSSION OF BOARD ORDER 69=9A - TEXAS WATER QUALITY BOARD:
This matter postponed until a later time in the meeting.
NEW BUSINESS:
PRESENTATION OF THE PROPOSED HOME RULE CHARTER BY THE CHARTER COMMISSION:
Mr. Glenn M. Chaney, Chairman of the Pearland Charter Commission presented the
original copy of the proposed Home Rule Charter for the City of Pearland to the
Mayor and City Councilmen. The Charter Commission designated February 6, 1971,
as the date on which this proposed Home Rule Charter is to be submitted to the
voters of the City of Pearland for adoption or rejection. It was rWoved by
Council:marrmcComb, -:seconded by..Counci.lmarf Griffin that the proposed Home Rule
Charter be received with thanks to the Charter Commissioners. Motion passed
5 to 0.

DISCUSSION OF BOARD ORDER NO. 69-9A - TEXAS WATER QUALITY BOARD:
It was moved by Councilman Griffin, seconded by Councilman DeShazer that William
C. Walsh, P. E. and Bovay Engineers, in a joint venture, be authorized to perform
necessary engineering work in order that tertiary facilities may be installed
in our plants, and the Mayor be authorized to sign such contract documents for the
City after approval of such documents by the City Attorney. Motion passed
5 to 0.
ADJOURN:
It was moved by Councilman McComb, seconded by Councilman DeShazer that the
meeting adjourn. Motion passed 5 to 0. Meeting adjourned 9:03 P. M.
