A Special Meeting and a Public Budget Hearing was called to order by

The invocation was given by Rev. Hawkins, Minister of the First
Presbyterian Church of Pearland.
PURPOSE OF THE MEETING:
1. Open bids on Police Cars.
2. Public Hearing on Budget.
3. City of Pearland vs James C. Young
4. Sewer Service Charge.
5. Park Board Ordinance.
6. Additions to City Hall Building
7. Adopt Appropriation Ordinance.
BIDS ON POLICE CARS:
The following bids were opened on Bid No. 70-10 - 2 Police Patrol Units:

It was moved by Councilman Wasek, seconded by Councilman McComb that

bids be tabtlated and action on the bids be postponed until(, the next
regular Council meeting. City Administrator to make a recommendation
to the Council on award of the bids. Motion passed 3 to 0.
PUBLIC BUDGET HEARING - 1970-71:
City Administrator Wolff presented the 1970-71 Budget by use of a projector
and screen. Each item of the Budget was made available for discussion

_ and comment by the Public. After completion of the viewing of all
items of the Budget, the Mayor asked the audience if they had any more
questions. Hearing none, the Public Hearing closed.
CITY OF PEARLAND vs JAMES C. YOUNG:
This item Passed since the final mandate from the Court has not been
received by the City.
SEWER SERVICE CHARGE:
It was moved by Councilman Griffin,'seconded by Councilman McComb .that
the City Attorney be directed to prepare the necessary ordinance in line
with the recommendations submitted by City Administrator Wolff. This
ordinance to be considered at the next regular meeting Also, that
prior to this regular meeting a Public.Hearing be held on the proposed
sewer rate increase. Motion passed 3 to 0.
Public Hearing to be held at 6:30 P. M. November 9, 1970 and a notice
of this Hearing to be published in the official newspaper.
PARK BOARD ORDINANCE:
This item passed until the next regular meeting.
ADDITIONS TO CITY HALL BUILDING:
It was moved by Councilman McComb, seconded by Councilman Griffin that
Check No. 26 in the amount of $5,176.29 be approved for payment to
Ed R. Spradley, Builder for Change Order No. 7. Motion passed 3 to 0.

Mayor Keller stated that a special meeting would be called in the event
the building was ready to be finaled out.

ADOPT APPROPRIATION ORDINANCE:
It was moved by Councilman Wasek, seconded by Pduncilman McComb that
Ordinance No. 207 be adopted on first and final reading. Said Ordinance
reads in caption as follows:

AN APPROPRIATION ORDINANCE ADOPTING A BUDGET
FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1970
AND ENDING SEPTEMBER 30, 1971
Motion passed 3 to 0.

It was moved by Councilman Wasek, seconded by Councilman McComb that
the meeting adjourn. Meeting adjourned 9:00 P. M.
