MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND

A regular meeting of the City Council of the City of Pearland was called
to order by Mayor Keller with the following present:

The invocation was given by the Rev. Hawkins, First Presbyterian Church,
Pearland, Texas.
EPPROVAL OF MINUTES:
It was moved by Councilman Black, seconded by Councilman McComb that
the minutes of the meeting held on October 12, 1970, be approved with
correction. Motion passed 3 to 0.
APPROVAL OF EXPENSES:
It was moved by Councilman DeShazer, seconded by Councilman McComb that
the following checks be approved for payment with the exception of
check No. 3844 which was void.
General Fund Payroll 3803 through 3838
Water & Sewer Payroll 3839 through 3848 (3844 void)
General Fund Expenditures 2117 through 2200
Water ,& Sewer Expenditures 4692 through 4727
Water Construction 223 through 226
Motion passed 3 to 0.
MAYOR'S ACTIVITY REPORT:
1. Letter dated October 12, 1970 from Kay Teasdale, Secretary
of the Pearland PTA.regarding traffic haaard at intersection
of Old Alvin Road and E. Broadway.
City Administrator to write letter to PTA advising them
that we have heard nothing from the last survey made by the
State Highway Department, however, before the end of the
month we.should know the status'of this survey.

2. Letter dated October 12, 1970 from Pearland Lioness Club
regarding benefit for Pearland Community Library.
COMMITTEE REPORTS:
Councilman Black presented names of individuals willing to serve on the
Park Board. The names are as follows: W. D. Barlow, D. A. Bordelon,
Joe Koza, James Skipper, Rev. Lawrence R. Juull, Jack May, Ben Taylor,
Austin English, and Bob Thompson.
Councilman Black requested that the City Administrator check with Mr.
Lipscomb of the Texas Highway Department regarding the perpendicular parking
on Main Street near the Drug Store.
UNFINISHED BUSINESS:
PARK ORDINANCE
Draft of proposed Park Ordinance submitted to City Council by City Attorney.
City Attorney Williams requested the Council to review this ordinance and
make any suggestions necessary. The Park Ordinance, in final form,
will be presented to the Council for adoption on November 9, 1970.
A discussion will be held on this item at a Special Meeting to be held

on October 29, 1970.

This item moved on the Agenda to final item.
CITY OF PEARLAND vs JAMES C. YOUNG:
Receipt was acknowledged of a letter from Thomas J. Graham dated October
15, 1970 regarding the Judgment awarded James C. Young, et al. This
Judgment was in the amount of $17,963.45, with the City having on deposit
1,560.00, leaving a balance of $16,403.45 together with interest thereon
from April 22, 1969 at the rate of 6% per annum. Discussion of this
item will be held on October 29, 1970at the Special Meeting.
NEW BUSINESS:
SPECIAL MEETING OCTOBER 29, 1970:
A special meeting was called to discuss City of Pearland vs James C. Young,
Sewer Service Charge, Park Board Ordinance, Additions to City Hall Building,
Public Budget Hearing, and adopt Appropriation Ordinance. Also, the bids
received on two Police Patrol Units will be opened at this meeting.

CITY ADMINISTRATORVS ITEM:
A discussion was held on the proposed ordinance regulating sanitary
sewer rates as outlined in the City Administratorts report dated October
23, 1970. This item to be placed on the Agenda of the Special -Meeting
to be held on October 29, 1970.

This item to be placed on the Agenda of the Special Meeting to be held
on October 29, 1970.
ADJOURN:
It was moved by Councilman Griffin, seconded by Councilman Black that
the meeting adjourn. Meeting adjourned by motion at 7:10 F. M.
