IN-THE—PEAR-LAND _ VOLUNTEER FIRE DEPARTMENT'S OFFICE LOCATED 3 Ol ORANGE TREET -PEARLANDTEXAS. 4576 A regular meeting of the City Council of the City of Pearland was called to order by Mayor Keller with the following present: Absent: INVOCATION: Mayor Councilman Councilman Councilman Councilman City Administrator City Attorney City Secretary Councilman D. R. Keller Cecil W. Griffin Carlton McComb E. A. Wasek James 0. DeShazer William E. Wolff Bobby Williams Dorothy L. Cook Melvin L. Black The invocation was given by Mr. F. H. Stanford, Assistant Chaplain - Pearland Volunteer Fire Department. APPROVAL OF MINUTES: It was moved by Councilman Griffin, seconded by Councilman DeShazer that the minutes of the regular meeting held on July 27, 1970 be approved as submitted, and the minutes of the special meeting held on July 30, 1970 be approved as corrected. Motion passed 4 to 0. APPROVAL OF EXPENSES: It was moved by Councilman Wasek, seconded by Councilman Griffin that the following checks be approved for payment: General Fund Payroll Water & Sewer Payroll General Fund Expenses Water & Sewer Expenses No. 3576 No. 3605 No. 1939 (1965 void) No - 4576 Building Construction Fund No. 21 through No. 3604 through No. 3617 through No. 1990 through No. 4599 Motion passed 4 to 0. MAYOR'S ACTIVITY REPORT: 1. Mayor Keller reported that he addressed a joint meeting of the Lions Club and Rotary Club on August 4, 1970, and copies of his comments will be made available to members of the Council if they desire a copy. COMMITTEE REPORTS: Councigman McComb discussed the possibility of the City needing "Indust ial Anti -Pollution Ordinance". City Attor ey Williams pointed out that the Texas Clean Air A has pre-empted a 1 ordinance passed by Cities or will be passed n the future. May Keller requested that copy of the Clean Ai Act be i! sent to all mem ers of the Council and that this matter b placed on the next regular ouncil agenda. LIBRARY BUILDING: It was moved by Counci=en\ed McComb, seconded by C ncilman Wasek that the 1969/70 budget be to take care of 1 ase payments and expenses for the library building.Motion passed to 0. City Attorney Williams pointed out that the Texas Clean Air Act has pre-empted all ordinances passed by Cities or those that will be passed in the future. Mayor Keller requested that a copy of the Clean Air Act be sent to all members of the Council. Discussion to be placed on the next regular Council agenda. LIBRARY BUILDING: It was moved by Councilman McComb, seconded by Councilman Wasek that the 1969/70 Budget be amended to take care of the lease payments and expenses of the library building. Motion passed 4 to 0. Motion passed 4 to 0. PROPOSED DOG ORDINANCE: Mayor Keller read the proposed ordinance and each section was discussed and changes noted. Cityy Attorney to prepare revised ordinance to be for action submitted to the Council/at the next regular meeting. 103 MEETING RECESSED 9:40 P. M. RECONVENED 10:10 F. M. NEW BUSINESS: - FIRE DEPARTMENT REQUEST; A letter, dated July 29, 1970, was read from Mr. E. V. Harris, Chief of the Pearland Volunteer Fire Department requesting "No Parking" signs be authorized in front of the Fire Station. It was moved by Councilman Griffin, seconded by Councilman McComb that the City Attorney draft a "No Parking" Ordinanceafor the area of Old - Alvin Road in front of the Fire Station. Motion passed 4 to 0. APPOINTMENT OF A PARK COMMITTEE: Mayor Keller appointed Councilman Griffin, as Chairman and Councilman Black as a member of the Park Committee. The responsibility of this Committee will be to make recommendations to the Council as to whether or not we need a Park Board, similar to the Library Board, or a Park Committee. The duties of a permanent Park Committee or Park Board to be outlined by Ordinance as to duties and responsibilities. CITY ADMINISTRATOR'S ITEM: MODIFICATION OF OLD CITY HALL AND POLICE BUILDING: It was moved by Councilman DeShazer, seconded by Councilman McComb I that the City extend its present contract with Ed Spradley, Builder to include the modifications to the existing Police and Old City Hall buildings. Remodeling work to be done on cost plus 10% (cost to include direct; � labor and materials).with the Building,Committee to be responsible for authorizing specific work to be done. This to be conditioned upon letter agreement signed by City Administrator Wolff for the City and Mr. Ed Spradley. Motion passed 4 to 0. SPECIAL MEETING: Mayor Keller called a special meeting for August 12, 1970 to stake what- ever action the Council deems necessary on the following: 1. Mykawa Road Water Line 2. Yost Road Water Line 3. Bid No. 70-7 and Bid No. 70-9. (Awarding of Bids) ADJOURN: It was moved by Councilman McComb, seconded by Councilman De Shazer that the meeting adjourn.
