1970-07-30 CITY COUNCIL SPECIAL MEETING MINUTESit CNUTES OF A SPECIAL_MEETING_OF THE CITY..COUNCIL OF THE CITY OF PEARLAND, A special meeting of the City Council of the City of Pearland was called to order by Mayor Keller with the following present: Mayor Councilman Councilman Councilman Councilman Councilman City Administrator _City Attorney City Secretary PURPOSE OF THE MEETING: D. R. Keller Cecil W. Griffin Carlton McComb Melvin L. Black E. A. Wasek James 0. DeShazer (Entered 8:10 P. M.) William E. Wolff Billy E. McAninch (For Bobby Williams) Dorothy L. Cook 1. Discussion of proposed library site. 2. Southwestern Bell Telephone Company. DISCUSSION OF LIBRARY SITE: The following members of the Library Committee were present: Mrs. Nina Sanders - Mrs. Pat Crawford - Mr. Herb Carleston - Mrs. Don Flory - Mr. Jim Tucker Location of site discussed: Lots 35 through 39 - Block 23 Old Townsite and improvements located thereon. Mrs. Myrtlee Massey Meade, owner of the property was present at the meeting. A discussion was held with the Library Committee regarding the acceptability of this building as a library site. Mr. Herb Carleston stated that this site had the unanimous approval of the Library Board. Further, that the site and building are acceptable to the County. Mr. Billy McAninch, representing the City; read the conditions of the proposed Lease Agreement with the owner of the property. These conditions were acceptable to Mrs. Meade and the Library Board. It was moved by Councilman McComb, seconded by Councilman Black that the Lease Agreement between the City and Mrs. Meade Ue drawn up and signed by both parties. - Mayor Keller is authorized to sign for the City., This Agreement to be drawn up in accordance with\the terms the Library r, Committ e -his r co �,endeoThe reem tato b`e approved by the Cit�CounciT�.�on 5 to 0. SOUTHWESTERN BELL TELEPHONE COMPANY: Mr. Walt Lackey and Mr. Bob Dunbar - representing the Southwestern Bell Telephone Company were present at the meeting. Mr. Bob Dunbar spoke regarding the Extended Metropolitan Servi--ce offered by Southwestern Bell Telephone Company. The Council, as well Low RMA as citizens present, asked Mr. Dunbar questions about rates, mileage and service. Mr. Dunbar stated that the company planned to place 56 additional trunks in service shortly, as well as they planned to within forty-five days,station a repair crew in Pearland to work out of the company building.'_ MEETING RECESSED AT 10:00 P. M. - RECONVENED AT 10:25 P. M. Mayor Keller stated that the City Officials would like the following from Southwestern Bell Telephone Company: 1. A rete charge and/or mileage charge study throughout the City aimed at redefinition and/or realignment of boundaries and consistancy of rate application be made in Pearland. 2. It is the consensus of the Council that the franchises or in ©4D this case the City of Pearland, has the right to expect 0 C maintenance of certain standards in compliance with the v franchise granted the Southwestern Bell Telephone Company. We believe the service in Pearland to be less than that to be expected in accordance with the franchise agreement, and we expect to hear from the Telephone Company as to when this '—' service will be restored to what we consider minimum standards. 3.. It is the position of the Council that hereafter any adjustment for rates will be reviewed by the City Council sitting in regular session prior to any rate adjustment.
