A regular meeting of the City Council of the City of Pearland was called to or. der by Mayor D. R. APPROVAL OF MINUTES: It was moved by Councilman McComb, seconded by Councilman DeShazer that the minutes of the regular meeting held on July 13, 1970, be approved as s~bmitted. Motion passed 4 to 0. APPROVAL OF EXPENSES: It was moved by Councilman Black, seconded by Councilman McComb that the following checks be approved for payment: General Fund Payroll Nos. 3%3~ ,through Water & Sewer Payroll Nos. 3~63 ~through General Fund Expenses Nos. 1912 through Water & Sewer Expenses Nos. 4~60 through Check No. 3~3~' replaces Check No. No. No. No. 1938 No. 4 7% Motion passed 4 to 0. MAYOR ' S ACTIVITY REPORT: 1. The Brazoria County Cities Association met on July 17th, 1970 and elected the following officers: C. W. McCoy - President Mic~ey Brooks - First Vice President Cecil Griffin - Second Vice President Larry. Broussard - Secretary Douglas Bennett - Treasurer COMMITTEE REPORTS: Councilman McComb reported that work has started again on the City Hall Building which had been halted during the sheet metal worker's strike. Mayor Keller requested the Council to be thinking of individuals to be named on the Park Committee. Appointment of a three member committee should be made at the next Council meeting. Councilman Black requested a report on the road paving program. City Administrator reported that he was working on a program which would be submitted to the Council shortly. CITIZENS: o,Mr. A. Charles Schupp: Mr. Schupp appeared before the Council regarding the rate increase proposed by the Telephone Company. Mayor Keller to contact Southwestern Bell Telephone Company and obtain information and a special meeting of the Council will be called to discuss this proposed rate fncrease. Mrs. Frances Jamison: Mrs. Jamison appeared before the Council regarding the route of the freeway through Pearland. Mrs. Jamison favors the easterly route. Mrs. Jamison also requested information on the James Young vs City of Pearland lawsuit. Mr. Berry Miller, III: Mr. Miller appeared before the Council regarding the rout of the freeway through Pearland. Mr. Miller favors the easterly route. MEETING RECESSED 8:40 P. M. RECONVENED AT 9:00 P. M. LOCAL PLANNING ASSISTANCE PROGRAM: It was moved by Councilman Black, seconded by Councilman McComb that the City accept Scope of Services - June 20, 1970, witchods~letions shown in Planner's Estimated Cost July 10, 1970,for a total of $10,2~0. City to pay 1/3 share or $3,400.00 Motion passed 4 to 0. DISCUSSION OF TEMPORARY LIBRARY SITE: Thisn~item was postponed until later in the meeting. ORDINANCE N0. 201 - REGULATING USE OF PUBLIC AND PRIVATE SEWERS: The proposed ordinanc~ read in full by the Mayor. It was moved by Councilman Griffin, seconded by Councilman Black that LOCAL PLANNING ASSISTANCE PROGRAM: -r/, ~.~. 5~  Comprehensive Planning Contract on behalf of the City of Pearland~ Motion passed 4 to 0. Ordinance No, 201 be adopted on first and final reading~ - Said 0rd~inance reads in caption as f~llows: ORDINANCE N0. 201 AN ORDINANCE OF THE CITY OF PEARLAND, BRAZORIA COUNTY, TEXAS,rR~GULATING THE USE OF PUBLIC AND PRIVATE SEWERS AND DRAINS, PRIVATE SEWAGE DISPOSAL, PROVIDING PENALTIES FOR VIOLATIONS THEREOFj; PROVIDING A SAVINGS CLAUSE; PROVIDING PUBLICATION AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Publication to be by caption only. Motion passed 4 to 0. ORDINANCE N0. 173 - DOG ORDINANCE: The proposed amended Dog Ordinance was read in full by Mayor Keller and was discussed by the City Council. This Stem to be placed on the Agenda of the next regular Council meeting to be held on August 10, 1970. WATER LINE ~XTENSI 0NS: 1. Rayburn' Lane Water Line It was moved by Councilman McComb, seconded by Councilman G~iffin that upon the necessary right-of-way deeds from the people who have offered on Rayburn Lane that the 6" water line be installed. Motion passed 4 to 0. 2. Yost Road Water Line Mr. Wolff-reported that the City has received water e~sements from Mr. Barchenger and Miss Yost. RECESSED AT 10:2~ P, M, - RECONVENED AT Mayor Keller called a~special meeting for July 30, 1970, at 7:30 P- M. to discuss the proposed library site. Library Board and Mrs. Meadeeto be invited to attend. ADJOURN: It was moved by Councilman Black, seconded by Councilman McComb that the meeting adjourn. Motion passed 4 to 0.
