1973-10-23 CITY COUNCIL REGULAR MEETING MINUTES�(b MINUTES OF A IMMEAR MEETING OF THE CITY COUNCIL OF THE CITY OF-PEARr:,AND, TEXAS, HELD ON OCTOBER 23, 1973, AT 7:30 P. M. IN THE CITY HALL, 2335 N. Frank City Manager William E. Wolff City Attorney Bobby J. Williams City Secretary Dorothy L. Cook INVOCATION AND PLEDGE OF ALLEGIANCE: The invocation was given by Rev. Art Jones, Council Chaplain. The Pledge of Allegiance was led by Councilman Farley. APPROVAL OF MINUTES: It was moved by Councilman Reid, seconded by Councilman Frank that the minutes of the regular meeting held on October 8, 1973, be approved as submitted. s Notion passed 5 to 0. MAYOR'S ACTIVITY REPORT: Alvin Freeway: Mayor McComb reported that on September 27, 1973, he attended a Public Hearing by the Highway Department on the design phase of the proposed freeway. This portion of the route was from Dixie Drive to A]meda Genoa Road. The City of Pearland's presentation at this Hearing stated that Pearland and Brazoria County needed the freeway to move the traffic. but did not go into the route lander discussion since it wa8 located entirely within Harris County. Texas Water Quality Board Hearing (69 & 69-9A) - October 17, 1973: The Texas Water Quality Board Hearing covered the quality of standards for effluent discharge into Clear Creek. Mayor McComb advised that he presented at this Hearing testimony in behalf of the City of Pearland. The Texas Water Quality 1011 Board's decision as a result of this Hearing will be forthccming. ; COUNCIL ACTIVITY REPORTS: Councilman Reid reported that a sufficient number of residents on East Circle Drive have signed for the Street Participation Paving Program. Ordinance to be prepared for Council action at the next regular meeting. 277 DEPARTMENTAL REPORTS: None. CITIZENS: Danny Frank and. Tim De Shazer: A petition was presented containing some 154 names requesting that the Atchison, Topeka & Santa Fe Railway Company construct extensions on the railway crossings at Orange Street, Broadway and Pear in Pearland, to allow bicycle and pedO-strian traffic to cross without entering into the motor vehicle traffic lanes. Meeting recessed at 7:48 P., M. - reconvened at 7:55 P. M. It was moved by Councilman Sanders, seconded by Councilman Reid that the City accept this petition into the records. Mayor McComb to forward petition to the Atchison, Topeka & Santa Fe Railway Co. Motion passed 5 to 0. Councilman Griffin advised that City Manager Wolff check the bids received and make a relation to the City Council at the next regular meeting. Bid No. B73-11 - Addition to Police Building: Consideration of the single bid received in the amount of $17,048.00 was brought before the City Council. Councilman Frank reported that he and City Manager Wolff recommended that the bid be rejected. It was moved by Councilman Frank, seconded by Councilman Reid that the bid received from Ed R. Spradley, B73--11, be rejected by the City Council due to the excessive cost. Notion passed 5 to 0. Mayor McComb asked Councilman Frank and City Manager Wolff to investigate this matter and make a reeomuendation to the City Council at the next regular meeting on ways to resolve this matter. Bid No. B73-13 - Underground Fuel Tank: City Manager Wolff advised the Council that he had reviewed the bids and recommended that the Dup's Pump Service be awarded the bid. This bid was $31.71 above the lowest bid. Mr. Dupriest, representative of Dup's Pump Service and resident of the City, has offered technical assistance on the installation of the storage tank. It was moved by Councilman Griffin, seconded by Councilman Frank that B73-13 be awarded to Dup's Pump Service in the amount of $1591.21 as the best bid. Notion passed 5 to 0. NEW BUSINESS: Annual Turkey Shoot - Pearland Lion's Club: It was moved by Councilman Griffin, seconded by Councilman Frank that the Pearland Lion's Club be granted a special permit for a Turkey Shoot on November 3rd and 4th, or any alternate rain -out date, subject to evidence of liability insurance furnished to the City, and coordination of traffic flow through the Chief of Police. Notion passed 5 to 0. Receipt of Application No. 7 - Request for Change in Land Use by Jessie J. Crawford, et ux: It was moved by Councilman Sanders, seconded by Councilman Griffin that a Public Hearing before the Planning and Zoning Commission be called on November 6, 1973, on Application No. 7. Notion passed 5 to 0. Storm Sewer Pike - Mykawa Road at Orange Street: It was moved by Councilman Farley, seconded by Councilman Griffin that the City cooperate with the Brazoria County Drainage District No. 4 in the installation of 60 inch drain tile under Mykawa at Orange, and that they be authorized to purchase the necessary pipe at an estimated cost of $3,000.00 which will be funded from the Street & Bridge Budget.
