MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON
OCTOBER 8, 1973, AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS.
The meeting was called to order with the following present:
Mayor Carlton McComb
Councilman Cecil W. Griffin
Councilman Tom Reid
Councilman B. J. Frank
City Manager William E. Wolff
City Attorney Bobby J. Williams

Absent from the meeting:
Councilman Gene E. Sanders
Councilman Harry Farley
INVOCATION AND PLEDGE OF ALLEGIANCE:
The invocation was given by the Rev. Art Jones, Council Chaplain. The Pledge of Allegiance
was led by Councilman Frank.
APPROVAL OF MINUTES:
It was moved by Councilman Reid, seconded by Councilman Frank that the minutes of a
regular meeting held on September 24, 1973, be approved as submitted. Motion passed 3 to 0.
It was moved by Councilman Griffin, seconded by Councilman Frank that the minutes of a
special meeting held on September 27, 1973, be approved as submitted. Motion passed 3 to 0.
MAYOR'S ACTIVITY REPORT:
TEXAS WATER QUALITY BOARD HEARING: A Public Hearing by the Texas Water Quality Board
will be held to consider a proposed amendment to Order 69-9A which would revise effluent
parameters for discharges within the Clear Lake Watershed. Mayor McComb read a letter
dated September 4, 1973, from W. J. Philbin, Jr., Hearing Examiner, regarding proposals
for effluent quality parameters to be considered at the Public Hearing. Mayor McComb
stated that he would be present at the Hearing and present our case at that time. When
the proposed presentation is completed, a copy will be mailed to each member of the
Council.
PROCLAMATION: Mayor McComb issued a Proclamation proclaiming October 31, 1973, "Trick
or Treat Day" in Pearland.

COUNCIL ACTIVITY REPORTS:
EXCUSED ABSENCES: Mayor McComb advised the Council that Councilman Sanders and
Councilman Farley were out of town on business.
It was moved by Councilman Griffin, seconded by Councilman Reid that the records
indicate excused absences for both Councilman Sanders and Councilman Farley. Motion
passed 3 to 0.
Parks - Councilman Frank reported that he has reviewed the cards returned from
citizens regarding parks; however, a number of people failed to sign their names and
he requested that anyone interested in the Park Program to please contact him.
Beautification Coordinator - Councilman Reid reported that last Saturday he took a
tour with the League of Women Voters over many of the streets in Pearland. The trip
was primarily for the Beautification program; however, during the trip he had an oppor-
tunity to check on the condition of streets as well as the dog problem. Councilman
Reid stated that he would be attending several civic club meetings in the next few weeks
and felt that the City should receive some information from the people as to their ideas
of how to help solve the dog problem. Councilman Reid will report back to the City
Council in six weeks to two months on this.
Councilman Reid reported that work is being done on the streets, but much more work
is needed to be done.
Sanitation: Councilman Griffin reported that an Engineering firm will be selected to
make a solid waste disposal study at the next meeting of the Brazoria County Waste
Disposal Committee.

CONSIDERATION AND POSSIBLE ACTION - BIDS B73-11, B73-12 AND B73-13:.
B73-11 - This bid referred to Councilman Frank for a report at the next meeting.
B73-12 - This bid referred to Chief Singleton duringth'e meeting. Chief Singleton reported
that he felt the bid was in order and recommended that it be awarded. Alternate bid of
trade-in to be rejected.
It was moved by Councilman Griffin, seconded by Councilman Frank that B73-12 on three
police patrol automobiles be awarded to Norm Livermore Gulf Coast Dodge for a unit price
of $3629.90V with a total bid price for three automobiles of $10,889.70. Motion passed
3 -to 0.
B73-13 - These bids referred to City Manager Wolff for tabulation and recommendation
at the next regular Council meeting.
FINAL READING - ORDINANCE NO. 263 - APPROVING AND ADOPTING OF NEW RATE SCHEDULES -
HOUSTON LIGHTING & POWER COMPANY:

It was moved by Councilman Reid, seconded by Councilman Griffin that Ordinance No. 263
be passed and approved on second and final reading. Said Ordinance No. 263 reads in

REPORT FROM PLANNING AND ZONING COMMISSION ON REQUEST - BY TOM ALEXANDER FOR AMENDMENT
TO LAND USE ORDINANCE - APPLICATIONS NO. 5 AND NO. 6:
Mayor McComb read a letter dated October 8, 1973, from Dennis Frauenberger, Chairman
of the Planning & Zoning Commission, reporting on the Public Hearing and advising the
City Council of the Commission's rejection of the requests by Tom Alexander for changes
in the Land Use Ordinance as described in Applications No. 5 and No. 6.
It was moved by Councilman Griffin, seconded by Councilman Reid that the report of the
Planning and Zoning Commission bf its Hearing on the Applications No. 5 and No. 6
for a zoning change be accepted into the records of the City. Motion passed 3 to 0.

CALL OF PUBLIC HEARING BEFORE CITY COUNCIL ON REQUEST BY TOM ALEXANDER FOR AMENDMENT TO
LAND USE ORDINANCE: APPLICATION'NO. 5'AND APPLICATION'NO. 6:
It was moved by Councilman Frank, seconded by Councilman Griffin that a Public Hearing
be called before the City Council -.on Application No. 5 and Application No. 6, applications
by Tom Alexander for Change in Land Use. Hearing to be held November 13, 1973, at 7:30
P. M. in the City Hall.
Motion passed 3 to 0.
PEARLAND - FRIENDSWOOD RECIPROCAL AGREEMENT - WATER & SEWER SERVICES:
City Manager Wolff advised the Council that details of this annual agreement had been
worked out and recommended that the City Council approve this document.
It was moved by Councilman Griffin, seconded by Councilman Reid that the City Council
accept this Agreement and authorize the Mayor to execute same on behalf of the City.
Motion passed 3 to 0.
CHANGE IN NEXT REGULAR MEETING
It was moved by Councilman Frank, seconded by Councilman Reid that the next regular
meeting of the City Council be held on October 23, 1973, due to Veterans' Day Holiday.
Motion passed 3 to 0.
